CALL TO ORDER A regular meeting of the City Council was called to order by Mayor Leonard Thiel at 8 : 08 p . m . Z . INVOCATION Invocation was given by Rev . Chaney of the :First Lutheran Church . 3 . ROLL CALL The following Councilmen were present at roll call : Murray Galinson James Heltze r Frank Howard Richard Koch Robert Reynolds Leonard Thiel Also present were the City Manager , City Attorney , Planning Director , Director of Public Works , Assessor and secretary . Councilman Graves arrived at 8 : 20 p . m , 4 . MINUTES On motion of Councilman Reynolds , seconded by Councilman Galinson , the minutes of the regular meeting held May 6 , 1968 were approved by a six yea vote . Councilman Craves was not present . 5 . PUBLIC HEARING ( a ) IMPROVEMENT NO . 66 - 36 , SIDEWALK ON WEST SIDE OF BRUNSWICK AVENUE FROM WEST 27TH STREET TO WEST 28TH STREET , AS DESCRIBED IN NOVICE " OF HEARING PUB - LISHED MAY 2 AND MAY 9 , 1968 . Mrs . Robert Kennon , 2752 Brunswick Avenue , was in favor of the project . Mayor Thiel declared the hearing closed . RESOLUTION NO . 3527 It was moved by Councilman howard , seconded by Councilman 125 Council Minutes - May 13r 19 68 50 a ) Reynolds , to waive reading and adopt Resolution No . 3527 entitled t " Resolution Ordering Improvement and Ordering Preparation of Plans Improvement No . 66 - 36 . " Motion passed by a six yea vote , Councilman Graves was not present . (b ) IMPROVEMENT NO . 67 - 520 8JbEWALK ON WEST SIDE AQUILA LANE FROM MINNEHAHA CREEK TO BOONE AVENUE , 2 AND DESCRIBED IN NOTICE. OF HEARING PUB LIS MAY 9 , 1968 . Fred Burstein , 3237 Cavell Lane , presented a petition to the Council in opposition to the project . Councilman Graves arrived at the meeting . It was moved by Councilman Galinson , seconded by Councilman Howard , to defer the matter to June 10 , 1968 . Motion passed by a seven yea vote . A motion was made by Councilman Galinson , seconded by Council - man Howard , that the matter be referred to the Planning Commission Highway Committee for study and report to Council by June 10 , 1968s Motion passed by a seven yea vote . ( c ) IMPROVEMENT NO . 66 - 47 , SIDEWALK ON EAST SIDE DAKOTA AVENUE FROM WEST 26TH STREET TO REST 27TH STREET , AS DESCRIBED IN NOTICE OF HEARING PUBLISHED MAY 2 AND MAY 9 , 1968 . � . There being no one interested in the project , Mayor Thiel declared the hearing closed . RESOLUTION NO , 3528 It was moved by Councilman Heltzer , seconded by Councilman Koch , to waive reading and adopt Resolution No . 3528 entitled " Resolution Ordering Improvement and Ordering Preparation of Plans Improvement No . 66 - 47 . " Motion passed by a seven yea vote . 6 . PETITIONS , REQUESTS AND COMMUNICATIONS ( a ) COMMUNICATION FROM IZAAK 11: ALTON LEAGUE OF } AMERICA , (REEKSIDE ChAPTER , CONCERNING MINNE14AHA CREEK , L . Me Canfield , 4168 Brookside Avenue was present on behalf of the Izaak Walton League , stating they are concerned with dumP ing in the creek and preserving wild life in the area . James von Lorenz , 4332 Brookside Avenue , also requested an end to the 126 �� Council Minutes - May i3 : 1968 6 . ( a ) dumping . Ed Ammerman , 4313 Xosemite Avenue , questioned the ownership on each side of the creek * Harold Hodgkinson , 4200 Brunswick Avenue , described the dumping which takes place at I night . Mrs . Ed Ammerman , 4313 Yosemite Avenue , requested that pollution be checked to make it safe for children playing in the area . y g It was moved by Councilman Heltzer , seconded by Councilman 1 Graves , to request the Parks and Aecreation Commission to study Minnehaha Creek as it flows through St . Louis Park as to what recreational and beautification programs this City should follow with regard to the creek and report to Council no later than August 1968 , Motion passed by a seven yea vote , A motion was made by Councilman Heltzer , seconded by Council - man Galinson , to request staff to test the level of pollution at regular points along Minnehaha Creek to determine how danger - ous it is from the standpoint of contact . " Motion passed by a seven yea vote . ( b ) RESOLUTION AUTHORIZING PLACEMENT OF TRAFFIC CON - TR OL SIGNS REGULATING PARKING ( "WEST 38TH STREET FROM MONTEREY DRIVE TO NATCHEZ AVENUE ) , RESOLUTION NO , 3530 A motion was made by Councilman Reynolds , seconded by Councilman Howard , to waive reading and adopt Resolution No . 3530 entitled " Resolution Authorizing Placement of Traffic Control Signs Regulating Parking , " as amended by adding the sentence " Two Hour parking on west side of Natchez Avenue j from West 38th Street north to dead end . " Motion passed by a seven yea vote . ( d ) PROPOSED ORDINANCE AUTHORIZING THE TRANSFER OF FUNDS AND PROVIDING APPROPRIATIONS FOR POLICE DEPARTMENT SALARIES AND SCHOOL EXPENSE FOR YEAR ENDING DECEMBER 31 , 1968 , ORDINANCE NO . 1031 It was moved by Councilman Graves , seconded by Councilman Galinson , to waive reading and adopt Ordinance No . 1031 entitled " An Ordinance Authorizing the Transfer of Funds and Providing Appropriations for Police Department Salaries and School Ex � pense for Year Ending December 31 , 1968 . City Manager presented a map of areas to be reassessed . 9 . UNFINISHED BUSINESS ( a ) PRELIMINARY REPORT OF DIRECTOR OF PUBLIC WORKS WITH RESPECT TO STORM SEWER IMPROVEMENT NO . 66 - 17 ( CENTRAL AREA BOUNDED BY HICHWAY 1009 SUMTER AVENUE , GORHAM AVENUE , MINNZjTONKA BOULEVARD AND THE MILWAUKEE RAILROAD - DEFERRED FROM APRIL 29 , 1968 ) . R SOLUTION NO . 3532 A motion was made by Councilman Reynolds , seconded by Council - man Graves , to waive reading and adopt Resolution No . 3532 entitled " Resolution Receiving Reports and Calling Hearing on Improvement No . 66 - 17 . ( CASE NO . 67 - 41 - VAR . ) DEFERRED FROM APRIL 29 . 1968 ) . The City Manager stated the attorney for the applicant had re - quested e - quested a delay . A motion was made by Councilman Reynolds , seconded by Councilman Graves , to table the matter . Motion passed by a seven yea vote . After further discussion Councilman Reynolds made a motion seconded by Councilman Graves , to take the rra tter from the table . Motion passed by a seven yea vote . Motion passed by a seven yea vote . i 10 . NEW BUSINESS ( a ) REQUEST FROM ' * S . FERGUSON FOR DISCUSSION WITH 1 • COUNCIL ON VARIOUS MA TTERS . ► R . S . Ferguson , 4608 Vallacher Avenue , was concerned with debris and odor from the Kentucky Fried Chicken establishment behind his home . The Planning Director stated the zoning was Z • proper for such an operation . The odor and open burning will be investigated by staff . (b ) CONTRACT BET "I EEN VILLAGE OF MINNETONKA AND CITY 3 . OF ST . LOUIS PARK RELATING TO ACQUISITION , USE , AND MAINTENANCE OF PARK IN NORTHWEST AREA . Lucille Evans , 1855 Melrose Avenue , presented a petition re - questing quick action in developing the park in this area . It was moved by Councilman Galinson , seconded by Councilman Reynolds , to approve the contract between the Village of Minnetonka and City of St . Louis Park relating to acquisition , use , and maintenance of park in northwest area , and to authorize the Mayor and City Manager to execute on behalf of the City . Motion passed by a seven yea vote . 11 . MISCELLANEOUS ( a ) None . 4 . 12 . CLAIMS , APPROPRIATIONS AND CONTRACT PAYMENTS i ( a ) VERIFIED CLAIMS . On motion of Councilman Reynolds , seconded by Councilman 50 Graves , a claim for J . V . Gleason Co . in the amount of $ 1 , Z80 • 09 was approved , and the City Manager , City Clerk and City Treasurer were authorized to issue a check covering same by a seven yea vote . 13 -.
