CALL TO ORDER A regular meeting of the City Council was called to order by Mayor j Leonard Thiel at 8 : 28 p . m . 2 . INVOCATION Invocation was given by Councilman Howard . r 3 . MINUTES On motion of Councilman Koch , seconded by Councilman Howard , the ' minutes of the regular meeting held April 22 , 1968 were approved by a four yea vote . Sagarski , 6514 Cambridge Avenue , requested extension of time to remain at the present location . he stated he had been looking for a new location but needed more time , Tom Williams , 6216 Cambridge Avenue , stated there is much traffic the nights the dances are in operation . Victor Olson , youth director of Westwood Lutheran Church , commented briefly on the good job done in operat - ing the Purple Cigar . It was moved by Councilman Howard , seconded by Councilman Koch , that the Purple Cigar be allowed licenses to operate dances on June 1 , 4 , 7 , 8 , 11 , 14- , 15 , 180 Z1 , ZZ , 251 28 and 29 . Motion passed by a roll call vote of four yeas and three nays , Councilmen Graves , Heltzer and Thiel voting nay and Councilmen Galinson , Howard , Koch and Reynolds voting yea . PIN COUNTY POLICE LOCAL 57 CONCZRNING RESIDENCY RULE . 1 It was moved by Councilman Graves , seconded by Councilman Koch , to refer the matter to the Police Civil Service Commission with the recommendation that the residency rule for Police per - sonnel be abolished . Motion lost by a roll call vote of four nays and three yeas , Councilmen Galinson , Howard , Reynolds and Thiel voting nay and Councilmen Graves , Heltzer and Koch voting yea . Louis Park , " as amended by deleting paragraph No . 1 setting a hearing before Council . Motion passed by a seven yea vote . The Director of Public Works explained the proposed project , including the plan for ponding area at 31st Street and Oregon Avenue , Al Dearing , 3057 Oregon Avenue , and Mrs . Joseph Bares , 3134 Pennsylvania Avenue , asked that no fence be con - structed around the ponding area but that it be kept clean . A motion was made by Councilman Galinson , seconded by Council - man Reynolds , that the matter be deferred to May 13 , 1968 for additional description of the area to be added to the project .
