Mrs . William Prestly , 2620 Quentin Avenue , questioned the need for curb and gutter and was concerned with truck traffic . Henry Berg , 2617 Quentin Avenue , stated he was opposed to the paving if he would be assessed for 26th Street and then for Quentin Avenue at a later time . Mayor Thiel declared the hearing closed . ( a ) Mrs . Grace v_ ather , 3334 Brownlow Avenue , presented a petition signed by neighborhood residents regarding the pond - ing area at 31st Street and Oregon Avenue , requesting it be either fenced or drained . John D . Johnson , 3100 Nevada Avenue , stated he would like the area drained but not fenced . Mrs . John A . Smith , 3101 Nevada Avenue , requested the area i be drained immediately , that the area bt cleaned up and the fence r around Republic Creosote be repaired . Cerald Dickson , 3137 r Oregon Avenue , was also opposed to fence around the ponding area . Mrs . Lorraine Kane , 3109 Oregon opposed fence . Mrs . Gordon Johnson , 3154 Pennsylvania Avenue , requested that the brush not be cut and the area remain in its natural state . The City Manager stated staff expected to have a report on storm sewer for the area by the end of April . A motion was made by Councilman F eltzer that a snow fence be built around the ponding area until it can be drained . There was no second to the motion . It was moved by Councilman Galinson , seconded by Councilman Fieltzer , that staff be directed to clean the area as soon as possible , bring in preliminary plans for storm sewer by the end of April , and contact Republic Creosote with regard to repairing their fence . viotion passed by a seven yea vote , 7 . It was moved by Councilman Reynolds , seconded by Councilman Heltzer , that the area between hiighway 12 , Dakota Avenue , 14th Street and the Minneapolis Northfield & Southern railroad be re - zoned from I - 1 to B - 2 ; the area on the island between Old V:' ayzata Boulevard , Minneapolis Northfield & Southern Railroad and Highway U be rezoned from I - I to B - 2 , adjust the B - 2 boundary line lying south of highway 1Z between Dakota Avenue and Hampshire Avenue so that it extends to where 14th Street would be if exten;� ed east from Hampshire Avenue ; the area between 14th Street , Colorado Avenue , 16th Street and ivinneapolis Northfield & Southern Railroad be rezoned from I - 1 and B - 3 to R - 4 .
