CALL TO ORDER A regular meeting of the City Council was called to order by Mayor Leonard Thiel at 8 : 05 P . m . 2 . INVOCATION Invocation was given by Father William McNulty of the Most Holy Trinity Church , 3 . ROLL CALL The following Councilmen were present at roll call : Richard Graves James Heltzer Frank Howard Richard Koch Leonard Thiel Councilman Reynolds arrived at 8 : 10 p . m . Also present were the City Manager , City Attorney , Planning Director , Director of Public Works and Secretary . 4 . MINUTES On motion of Councilman Koch , seconded by Councilman Howard , the minutes of the regular meeting held February 26 , 1968 were approved by a five yea vote . Councilmen Galinson and Reynolds were not present . 5 . PUBLIC HEARINGS ( a ) PROPOSED VACATION OF STREET LYING NORTH OF WEST 3 6TH STREET AND ADJACENT TO THE NORTHERLY LINES OF BI., OCKS 2 AND 3 , WESTMORELAND PARK , AS DESCRIBED IN NOTICE OF HEARING PUBLISHED FEBRUARY 20 , 1968s REQUESTED BY BELT LINE INDUSTRIAL PARK , INC . Mayor Thiel declared the hearing . It was moved by Councilman Heltzer , seconded by Councilman Graves , to waive first reading of proposed ordinance and to set date for second reading March 18 , 1968 . Motion passed by a five yea vote . It was moved by Councilman Howard , seconded by Councilman Reynolds , that the communication be referred to the Parks and Recreation Advisory Commission along with a report from staff , and a recommendation from them be placed on the March 18 , 1968 Council agenda . " Motion passed by a five yea vote . Councilmen Reynolds and Galinson were not present . 8 . Upon hearing no objection Mayor Thiel ordered the minutes received for filing . It was moved by Councilman Koch , seconded by Councilman Graves , to waive reading and adopt Resolution No . 3478 entitled " Res tion Receiving Reports and Catlin olu - 67 - 43 . " Motion passed by a s ix ea votes on Improvement No . March 18 , 1968 , y Hearings will be held ( c ) FINANCIAL REPCRT OF THE CITY FOR JANUAR Y 1968 - BY THE CITY MANAGER , Upon hearing no objection Mayor Thiel ordered, the report received for filing . 9 • UNFINISHED BUSINESS ( a ) REPORT OF PLANNING COMMISSION ( CASE NO . 67 - 44 - SP ) RECOMMENDING UNFAVORABLY UPON THE REQUEST OF J . V . GLEAS ON CO . INC . FOR SPECIAL PERMIT UNDER PROVISIONS OF SECTION 6 : 142 . 7 OF THE ZONING ORDIN - ANCE TO ERLCT A BLACKTOP PLANT P THB SOUTHWEST CORNER OF HURST STRaET AND SOUTH STREET . It was moved by Councilman Heltzer , seconded by Councilman Howard , to defer the matter to March 18 , 1968 . Motion passed by a six yea vote , (b ) BLACKTOP SERVICE OPERATION ( DEFERRED FROM FEBRUAI -Y 19 , 19 68 ) . It was moved by Councilman Reynolds , seconded by Councilman Graves , to defer the matter to March 18 , 1968 . Motion passed by a six yea vote . (c ) BUDGETARY EFFECT OF PROPOSED AIR POLLUTION ORDIN - ANCE . Councilman Howard asked staff for a report on costs for ( 1 ) refuse pickup including leaves , ( 2 ) additional staff needed in Health Department to enforce the ordinance , and ( 3 ) additional equipment if either leased or purchased . 63 Council Minutes - March 4 , 1968 9 . ( d ) REPORT IN CONNECTION WITH BUILDING INSPECTIONS . Councilman Meltzer asked for a report from staff by the middle of April with regard to inspections for electrical , heating , plumb _ ing , structural and sanitation , violations , complaints registered and disposition , court cases and their disposition , and enforce . ment of special permits . ( e ) TRAFFIC SIGNAL AT 28TH STREET AND PENNSYLVANIA AVENUE . A report on this was deferred some time ago . Councilman Heltzer asked that the Mayor ' s Safety Committee review this matter, and any other crossings of a similar nature . 10 . NEW BUSINESS ( a ) TABULATION OF BIDS FOR GASOLINE ENGINE DRIVEN AIR COMPRESSOR . A motion was made by Councilman Reynolds , seconded by Council . man Koch , to designate Hayden - Murphy Equipment Company as the lowest responsible bidder and to accept bid in the amount of $ 2 , 775 . 00 , Motion passed by a six yea vote . ( b ) PROPOSED HIGHWAY STUDY AGREEMENT WITH THE STATE HIGHWAY DEPARTMENT ( M . & C . NO . 68 - 8 ) . RESOLUTION NO . 3479 A motion was made by Councilman Reynolds , seconded by - Council . man Koch , to waive reading and adopt Resolution No . 3479 entitled " Resolution Authorizing Agreement 55688 with the State of Minnesota , Department of Highways , Relative to Engineering Study of Highway No . 7 between Texas Avenue and Highway No . 100 . " Motion passed by a six yea vote . 11 . MISCELLANEOUS ( a ) DAMAGE CLA.IMe 1 . Michael Bornstein , 2700 Princeton Avenue . It was moved by Councilman Heltzer , seconded by Councilman Graves , to file claim with the City Clerk for proper action by the City Manager and City Attorney . Motion passed by a six yea vote . 64 Council Minutes - March 4 . 1968 11 , (b ) GARBAGE AND REFUSE PICKUP , Mrs . Raymond Green , 6924 Eliot View road , presented a petition protesting the garbage pickup service . Various procedures were discussed . Staff will review the entire situation , 12 & CLAIMS , APPROPRIATIONS TIONS A. ND CONTRACT PAYMENTS ( a ) VERIFIED CLAI1/.iS . On motion of Councilman Howard , seconded by Councilman Graves , the lists of verified claims prepared by the Director of Finance and presented to the Council dated March 4 , 1968 in the total amounts of $ 3 , 950 . 70 for payroll and $ 37 , 779 . 72 for vendors were approved , and the City Manager , City Clerk and City Treasurer were author - ized to issue checks covering same by a six yea vote . (b ) CONTRACT PAYMENTS , 1 . Partial Payment No : , 8 for storm sewer Improvement No . 66 - 02 . Contractor , Beatson cx Kelly , Inc . Amount , $ 90p3049710 On motion of Councilman Reynolds , seconded by Councilman Graves , the above payment on contract work presented by the Consulting Engineer was approved , and the City Manager , City Clerk and City Treasurer were authorized to issue a check by a six yea vote . 13 .
