CALL TO ORDER A regular meeting of the City Council was called to order by Mayor Leonard Thiel at 8 : 10 p . m . 2 . INVOCATION Invocation was given by Rev . Ellis Graber of the Union Congregational Church . 3 . ROLL CALL The following Councilmen were present at roll call : Richard Graves James Heltzer Frank Howard Richard Koch Robert Reynolds Leonard Thiel Also present were the City Manager , City Attorney , Director of Public Works , Health Sanitarian and Secretary . 4 . MINUTES On motion of Councilman Koch , seconded by Councilman Reynolds , the minutes of the regular meeting held February 19 , 1968 were approved by a six yea vote , as amended under item 81 by changing the effective date from February 12 , 1968 to February 26 , 1968 . 5 . PUBLIC HEARINGS ( a ) None . 6 . PETITIONS , REQUESTS AND COMMUNICATIONS ( a ) APPLICATIONS FOR LICENSE TO SELL NON - INTOXICATING VIA. LT LIQUOR OFF SALE . It was moved by Councilman Reynolds , seconded by Councilman Graves , to approve issuance of licenses to sell nonintoxi - cating malt liquor olf sale at the following locations : 56 council Minutes - February 26 , 1968 6 . ( a ) Min - It Market - 6300 W . Lake Street Park Delicatessen , Inc . - 4212 W . Lake Street The Park Kwik Shop - 5555 Vd . Lake Street Motion passed by a six yea vote . 7 , RESOLUTIONS AND ORDINANCES ( a ) RESOLUTION EXTENDING SYMPATHY TO THE FAMILY OF JOAN A . ILS TRUP , JR . RESOLUTION NO , 3473 It was moved by ^, ouncilman Heltzer , seconded by Councilman Graves , to waive reading and adopt Resolution No . 3473 entitled " Resolution Extending Sympathy to the Family of John A . Ilstrup , Jr :' Motion passed by a six yea vote . 8 . REPORTS OF OFFIC �� RS , BOARDS AND ("aOIMMITTEES ( a ) REPORT OF CITY MANAGER CONCZRNING TAX - FORFEITED LAND ( M . & C . NO . 68 - 7 ) . RESOLUTION NO , 3474 It was moved by Councilman Koch , seconded by Councilman Graves , to waive reading and adopt Resolution No . 3474 entitled " Resolution Approving Classification List ' 642 - C ' and Approving Sale of Lands Therein , " Motion passed by a six yea vote . RE SOLUTION NO . 3475 A. motion was made by Councilman Koch , seconded by Councilman Graves , to waive reading and adopt Resolution No . 3475 entitled " Resolution Authorizing Application for Conveyance of Tax - for - feited Land . " Motion passed by. a six yea vote . 9 . UNFINISHED BUSINESS ( a ) ESTABLISHING REQUIREMENTS FOR CONTROL OR CORRECTION OF AIR POLLUTION ( DEFERRED FROM JANUARY 15 , 1968 ) . Harvey McPhee , Health " Sanitarian for the City , explained the back - ground of research and briefly outlined the provisions of the pro - posed ordinance . Blaine Seaborn , of the State Pollution Agency staff , Robert Nethercut , of the Metropolitan Council staff , and 57 Council Minutes - February Z6 , 1968 9 . (a ) Steve Gadler , member of the State pollution Control Agency , oWere present . ''• Robert Bartholow , 7705 Edgebrook Drive , representing the South Oak Hill Community Association , - Robert Knudson , 4375 Browndale Avenue , Mrs . Crace Mather , 3334 Brow- low Avenue , Andrew Smith , 3213 Kentucky Avenue , Mrs . James von Lorenz , 4332 Brookside Avenue , C . J . Heid , 8710 17! . 35th Street , Hubert Crain , 3820 Woodland Drive , Arvo Lapakko , 3371 Brownlow Avenue , Fred Madsen , 5918 Goodrich Avenue , and Donald Fill , 3372 Rhode Islanc? Avenue , spoke in favor of the proposed ordin - ance . Tom Reiersgord , representing Republic Cresote , questioned how the ordinance would be administered and the need for a * regulating board . Norman Cruse , Assistant Secretary of the Minnesota Petroleum Council , suggested changes that should be made to some provisions of the ordinance . Robert i-iubbard , Minnesota Employer ' s Association , offered assistant in preparing the ordinance . It was moved by Councilman Heltzer , seconded by Councilman Koch , to set date for first reading of proposed ordinance estab - lishing requirements for control or correction of air pollution for March 25 , 1968 . Motion passed by a six yea vote . 10 . NEW BUSINESS ( a ) LEASE AGREEMENT BETWEEN ThE CITY OF ST , LOUIS PARK AND HARRY HATFIELD . A motion was made by Councilman Howard , seconded by Councilman Koch , to approve the lease agreement and authorize the Mayor and. City Manager to execute . Motion passed by a six yea vote . 11 . MISCELLANEOUS ( a ) DAMAGE CLAIMS . 1 . Sam Langus , 6227 V1 . 34th Street . 2 . Roland A . Mattson , 4209 Cedarwood road . 3 . Marvin Rothstein , 1821 Pennsylvania Avenue . A motion was made by Councilman Reynolds , seconded by Council - man Howard , to file claims with the City Clerk for proper action by the City Manager and City Attorney .
