CALL TO ORDER A regular meeting of the City Council was called Thiel at 8 : 05 P . m . to order by Mayor Z, INVOCATION Invocation was given by Reverend Everett Tande of the Asc Lutheran Church . ension 31 ROLL CALL The following Councilmen were present at roll call : Murray Galins on James 1- eltzer Richard Koch Leonard Thiel Also present were the City Manager , City Attorney, Planning Director , Director of Public Works , Supervisor of Zoning and Inspection , and Secretary. i 4• MINUTES On motion of Councilman Koch , seconded by Councilman Galinson, the minutes of the regular meeting held November 25 , 1968 and special meetings held November 13 , 1968 , were approved by a four yea vote . 5' PUBLIC HEARINGS ( a ) PROPOSED PRELIMINARY PLAT OF STANLEY ' S ADDITION EAST OF PRINCETON AVENUE BETWEEN 26z LANE AND 27TH STREET - REQUESTED BY STANLEY D • EV NNS9 AS R DESCRIBED IN NOTICE OF HEARING PUBLISHED 28 , 1968 . Mayor Thiel opened the hearing . Mrs . Evans , 4832 West 27th Street , was present urging Council ' s approval . The Planning Director described the Prop ° sed plat and adjacent lands . 320 Council Minutes , December 9 , 1968 5 . ( a ) Mayor Thiel declared the hearing closed . It was moved by Councilman Galinson , seconded by Councilman Koch , to approve the preliminary plat . Motion carred with i four yeas . 6 . Upon hearing no objections , it was ordered by the Mayor to be received for filing , (b ) APPLICATION FOR OFF SALE NON - INTOXICATING LIQUOR LICENSE - BY SAMUEL OKRE NT , MINIT MARKET GROCERY STORE , 6300 WE ST LAKE STREET ., On motion by Councilman Koch , seconded by Councilman Heltzer , the date for hearing was set for January 6 , 1969 . Motion carried with four yeas . (c ) APPLICATION FOR RENEWAL OF INTOXICATING LIQUOR LICENSES ( CLUB ) ON SALE - BY VFW AND MINNEAPOLIS GOLF CLUB . It was moved by Councilman Koch , seconded by Councilman Heltzer , to approve the applications . Motion carried with four yeas . ( d ) APPLICATION FOR RENEWAL OF INTOXICATING LIQUOR LICENSE , ON SALE , OFF SALE AND SUNDAY SALE - ROYAL COURT AT KNOLLW OOD PLAZA , Councilman Heltzer moved to approve the issuance of the licenses and acceptance of the bonds , subject to the approval of the State Liquor Control Commissioner . Motion carried with four yeas . 7 . MISCELLANEOUS None He CLAIMS , APPROPRIATIONS AND CONTRACT PAYMENTS (a ) VERIFIED CLAIMIS On motion of Councilman Koch , seconded by Councilman Galinson , the lists of verified claims prepared by the Director of Finance and presented to the Council dated December 9 , 1968 in the total amounts of $ 8 , 386 . 69 for payroll , and $ 166 , 0690 72 for vendors were approved , and the City Manager , City Clerk , and City Treasurer were authorized to issue checks covering same by a four yea vote . 13 .
