The adjourned meeting of December 26 , 1968 was called to order at 5 : 15 . m.

Councilman Reynolds arrived at 5 : 40 p . m .
Also present were the City Manager , Director of Finance and Assistants to
the City Manager .
Councilman Galinson moved to appoint Mr . Peter Cotton as Acting Secretary .
Councilman Koch seconded and the motion carried with five yeas .
Consideration of 1969 Employee Salary Plan
The Cit Manager addressed the Council regarding the proposed pay plan

and fringe benefits . He advised the Council that many weeks of study ,
research went into the preparation of the proposed plan and various criteria
was used including : supervisory functions , professional and technical aspects

The Manager reviewed the additional fringe benefits proposed including new
vacation policy , study incentive plan and increase in City ' s rom variousibution

Council Minutes , December 27 , 1968
The Council discussed the merits of the incentive program and its affect
on the total departmental organization . The Council indicated that they
felt that the program was good and should not be based strictly on college
but be designed to allow credit for all types of approved professional courses .
Councilman Howard moved , seconded by Councilman Koch , that the City
Manager ' s proposal be adopted and that the provisions of o / t pay for
sergeants be retained f or specified o / t functions . The motion carried
unanimously .
Councilman Howard then requested the City Manager to prepare a report on
o / t and what activities should be paid and not paid for sergeants . He stated
that the entire policy of o / t should be reviewed by the Council .
Councilman Galins on suggested that the Manager ' s Office should probably
look into the organizational structure to determine need for additional
supervisory personnel or re - assignment of functions .
Councilman Koch requested the Manager ' s Office to research the longevity
pay for officers to determine the cost and types of plans available . He
suggested that the City should give consideration to this type of program if
found to be economically feasible .
Fire
Clyde Johnson again addressed the Council and spoke against Police - Fire
parity . He again re8tated the union ' s opposition to the Fire Technician ' s
position and the study incentive program . He felt a longevity plan would
be satisfactory to the Fire union .
Councilman Galinson moved , seconded by Councilman Koch , to adopt fire
department wage schedule as proposed by the City Manager . The motion
carried unanimously .
It was moved by Councilman Howard , seconded by Councilman Koch , to
accept the complete recommendation of the City Manager , including fringe
benefits . Motion carried unanimously .
Councilman Howard moved to meet at 7 : 30 p . m . on December 30 , 1968 .
Councilman Koch seconded and the motion carried unanimously .
On motion by Councilman Koch , seconded by Councilman Reynolds , the
meeting was adjourned at 6 : 50 p , m , by a six yea vote .
