LOUIS I' AR10 MINNESOTA December 26 , 1968 1 , CALL TO ORDER A special meeting of the City Council was called to order by Mayor Thiel at 4 : 19 p . m . 2 . INVOCATION Invocation was given by Councilman Howard 3 , ROLL CALL The following Councilmen were present at roll call : Murray Galinson Richard Graves Frank Howard Richard Koch Robert Reynolds Leonard Thiel Councilman Heltzer arrived at 4 : 21 p . m . Also present were the City Manager , Director of Finance and Assistants to the City Manager . 4 . CONSIDERATION OF 1969 EIVIrPLOYEE SALpiRIES AND FRINGE BENEFITS a . Local 49 - Union Representative Robert McPherson was present and reviewed his unions t negotiations with thde area manager ' s the Council that committee on labor negotiations . He advise basically the proposal of the City Manager was the same as that agreed to in these area - wide negotiations �o McDonald accepted the was acceptable & g Representative John Mc b . Local 224 - Union Rep of r�'ump Station City Manager ' s proposal with the exception nested Step 37 . It was moved by Mechanic I for which he req d by Councilman Il{ och , to move seconde Councilman Heltzer , The motion lost 5 - 2 , P . S . M . I from step 36 to step 379 Councilmen Galins on , Graves , Reynolds and Howard and Mayor Thiel voting nays _ Representative Clyde Johnson was c . Local 993 - Firefighters d advised the Council that the firemen eeliminated sfrom the present an Technician b the proposed position of Fire proposed schedules He also felt that the study incentive program 344 Council Minutes , December 26 , 1968 would not be of any value to the Fire Dept * due to its type of work . He requested that this program also be eliminated . The firefighters union , according to Mr . Johnson , felt that its firefighters pay should be equal to the Police Dept . and that no disparity should be considered . Further discussion was deferred until the next meeting . d . Local 57 - Police - Union Representative John McDonald advised the Council that the City ' s wage schedules were not competitive with other cities having longevity . He acknowledged that con - siderable increases were made but that the City ' s police pay should be higher . He cited the City of Minneapolis as an example . Some discussion was held on comparisons and it was acknowledged that Minneapolis did not pay overtime to its police and that other cities had different assignments . The union accepted the study incentive proposal and new vacation schedule . Union Steward Metro was present to encourage the Council to adopt a longevity program for the older officers who do not want the study incentive program . Sgt . Currie was present to speak to the Council on making sergeant ' s pay more than the detective ' s pay due to the nature of the sergeant ' s work . Sgt . Schaefer also appeared and requested that the sergeant ' s pay be increased to $ 914 (top ) . After discuss ion , it was moved by Galins on , seconded by Heltz a r , to adjourn until 5 : 00 P .
