CALL TO ORDER A regular meeting of the City Council was called to order by Mayor Thiel at 8 : 45 p . m . 2 . INVOCATION Invocation was given by Rev . Larry Houseman of the Aldersgate Methodist Church . 3 . ROLL CALL The following Councilmen were present at roll call : Murray Galinson James Heltzer Frank Howard Richard Koch Robert Reynolds Leonard Thiel Also present were the City Manager , City Attorney , Planning Director , Director of Public Works , City Sanitarian , Parks & Recreation Director . Supervisor of Zoning and Inspection , and Secretary . 4 . MINUTES On motion of Councilman Reynolds , seconded by Councilman Galinson, the minutes of the regular meeting held December 16 , 1968 , were approved with the following amendment by a six yea vote : Page 333 , Item 10a , . . . . Councilman Galinson voting nay because he would be absent from the City . " 5 . ' Motion carried with six yeas . 8 . REPORTS OF OFFICERS , BOARDS AND COMMITTEES ( a ) REPORT CONCERNING PROPOSED AIR POLLUTION TESTING IN ACCORDANCE WITH ORDINANCE NO. 1034 . I Councilman Heltzer moved that Environmental Research be hired to make ambient air testing samples in the City. Councilman Galinson seconded and the motion carried with six yeas . UNFINISHED BUSINESS ( a ) REPORT FROM CITY ATTORNEY CONCERNING EASEMENT ON PROPERTY AT SOUTHWEST CORNER OF TEXAS AVENUE AND HIGHWAY 12 , Councilman Galinson moved to table this matter . Councilman Heltzer seconded and the motion carried with six yeas . (b ) AGREEMENT CONCERNING ANITARY SEWER CONNECTION OF MASON - KELLER APARTMENTS IN MINNETONKA INTO HOPKINS JR . HIGH FORCE MAIN , It was moved by Councilman Galin. son , seconded by Councilman Heltzer , to approve and to authorize the City Manager and Mayor to execute. Motion carried with six yeas (c ) COMMUNITY CENTER ARCHITECT r It was moved by Councilman Heltzer : seconded by Councilman Reynolds , that the architect be authorized to proceed with the remaining preliminary planning ; including the necessary drawings , cost proposals and such other information needed for presentation to the various . advisory groups and the public for the Community Center proposal That such work be authorized only and contin - gent upon the contract between the city and the informational firm of Graffunder - Berreau and chthat all planning and materials necessary fors presentations be completed and submitted to the City Council on or before March 1 , 1969 . ( a ) Councilman Reynolds moved to designate; Twin City Insurance Agency as the lowest responsible bidder on comprehensive auto and property damage and to accept bid in the amount of $ 5 , 530 . The motion was seconded by Councilman Galinson and carried with six yeas . Councilman Reynolds moved to designate Park Plaza State Bank as the lowest responsible bidder on automotive physical damage , collision $ 100 deductible and comprehensive and to accept bid in the amount of $ 2 , 952 . The motion was seconded by Councilman Heltzer and carried with six yeas . Councilman Reynolds moved to designate Schadow Insurance Agency as the lowest responsible bidder for 3 - year all risk and to accept bid in the amount of $ 14 , 256 . Councilman Howard seconded and the motion carried with six yeas . (b ) AWARD OF CONTRACT - DOG AND ANIMAL CONTROL The City Manager gave a brief explanation of the new animal control contract . Councilman Reynolds moved to approve and to authorize the City Manager to execute . Councilman Galinson seconded and the motion carried 5 - 1 , Councilman Galinson voting nay . Councilman Galinson was opposed to the contract for the reason that a contract of this size should not be put out without competitive bidding . ( c ) EMPLOYEE APPOINTMENT - POLICE DEPARTMENT Councilman Reynolds moved to consent and approve appointment of D. J . Beltrand , Patrolman , effective January 6 , 1969 , Council - 01 man Heltzer seconded and the motion carried with six yeas . (d ) PARKING RESTRICTIONS ON HUNTINGTON AVENUE Councilman Koch asked that a petition concerning parking restrictions on Huntington Avenue be placed on the agenda for January 6 , 1969 1 with a recommendation from staff . ( e ) PLOWING REQUIREMENTS FOR PRIVATE PARKING LOTS Councilman Reynolds moved that a report regarding plowing requirements for private lots be placed on the agenda for January 13 , 1969 . (b ) REPORT OF CITY MANAGER REGARDING ALLEGED LIQUOR VIOLATION Councilman Reynolds moved to set date for hearing for January 14 , 1969 at 5 : 00 p . m . for George ' s in the Park . Councilman Koch seconded and the motion carried with six yeas . ( c ) REPRESENTATIVE TO SUBURBAN RATE AUTHORITY i RESOLUTION NO. 3 649 It was moved by Councilman Galinson , seconded by Councilman Heltzer , to waive reading and adopt Resolution No . 3649 entitled , " Resolution Designating Director and Alternate Director to Suburban Rate Authority . if Motion carried with six yeas . CLAIMS , APPROPRIATIONS AND CONTRACT PAYMENTS ( a ) VERIFIED CLAIMS On motion of Councilman Koch , seconded by Councilman Galinson, the lists of verified claims prepared by the Director of Finance and presented to the Council dated December 23 , 1968 in the total amounts of $4 , 681 . 68 for payroll , and $ 118 , 633 . 46 for vendors were approved , and the City Manager , City Clerk , and City Treasurer were authorized to issue checks covering same by a six yea vote . Councilman Reynolds moved to table above payment to Berglund - Johnson. Councilman Heltzer seconded and the motion carried with six yeas . 13 .
