CALL TO ORDER A regular meeting of . the City Council was called to order Thiel at 8 : 10 p . m . r by Mayor 2 , INVOCATION Invocation was given by Councilman Howard . 3 . ROLL CALL The following Councilmen were present at roll call : Murray Galinson Richard Graves James 1-ieltzer Frank Howard Richard Koch Robert Reynolds Leonard Thiel Also present were the City Manager , City Attorney, Planning Director , Director of Public Works , and Secretary. 4 • MINUTES On motion of Councilman Koch , seconded by Councilman Graves , the minutes of the regular meeting held October 28 , 1968 , were approved by a seven yea vote . 5 • PUBLIC HEARINGS ( a ) PROPOSED PRELIMINARY PLAT OF WESTWOOD ESTATES FOURTH ADDITION ( W ES TW OOD HILLS DRIVE AND FRANKLIN AVENUE ) - REQUESTED B Y ROBERT J . MCNULTY COMPANY . ( CONTINUED FROM SEPTEMBER 309 1968 ) • On motion of Councilman Galinson , Se nded by C uncilman 1968 , Motion Reynolds , this plat was deferred to November carried unanimously. 6• PETITIONS , REQUESTS AND COMMUNICATIONS ( a ) COMMUNICATION FROM BELT LINE INDUSTRIAL PARK REQUESTING AMENDMENT TO ZONING ORDINANCE 298 Council Minutes , November 4 , 1968 as resent to 6 . ( a ) Mr . Bob Ehrenberg , Belt Line Industrial Park , 3 section of the explain that the reason for the request in the back Was for the purpose Zoning Ordinance eliminating rear yard set of utilizing railroad trackage abutting the property . Councilman Howard moved to refer to Planning Commission for advice and recommendation . Councilman Reynolds seconded nd the motion carried unanimously . 7 . RESOLUTIONS AND ORDINANCES (a ) FIRST LEADING OF GUN CONTROL ORDINANCE; It was moved by Councilman Reynolds , seconded by Councilman Galinson , to defer to November 18 , 1968 . Motion carried unanimously . (b ) FIRST READING OF PROPOSED ORDINANCE REGULATING SNOW MOBILES Councilman Koch moved to waive first reading and set date for second reading on November 18 , 1968 . Councilman Galinson seconded and the motion carried with seven yeas . Councilman Reynolds moved that the Parks and Recreation Commis - sion consider the Bass Lake area for snow mobile trails and that they also consider the limit of time that is specified in the ordinance and possible charge to provide for supervision. Councilman l;oward seconded and the motion carried unanimously . 8 . REPORTS OF OFFICERS , BOARDS AND COMMITTEES ( a ) MINUTES OF BOARD OF ZONING APPEALS MEETING HELD OCTOBER 24 , 1968 Upon hearing no objections , Mayor Thiel ordered the mirutes to be received for filing . (b ) REPORT OF THE BOARD OF ZONING APPEALS ( CASE NO. 68 - 51 - VAR . ) RECOMMENDING FAVORABLY , WITH CONDITION , UPON THE REQUEST OF DONALD JAMES BISSONNETTE FOR A VARIANCE FROM PROVISIONS OF SECTION 6 : 064 . 5 OF THE Z ONINC ORDINANCE TO PERMIT A SIDE YARD OF THREE FEET INSTEAD OF THE REQUIRIE" D SIX FEET AT 9000 STANLEN ROAD . It was moved by Councilman Reynolds , seconded by Councilman Graves , to set date for public hearing on November 18 , 1968 . DEMPSE y FOR A VARIANCE FROM SECTIONS 6 : 074 . 3 AND 6 : 074 . 5 OF THE ZONING ORLINANCE TO PERMIT A SIDE YARD OF FIVE FEET INST .:AD OF THE REQUIRED SIX FEET AND TO PERMIT A SIDE YARD ON A CORNER OF TWELVE FEET INSTEAD OF TI-E REQUIRED FIFTEEN FEET - - BUT INSTEAD RECOMMENDING A VARIANCE BE APPROVED TO PERMIT A SIDE YARD ON THE STREET SIDE OF ELEVEN FEET INSTEAD OF THE REQUIREL FIFTEEN FEET , TO PERMIT USE OF THE PROPERT Y FOR A ONE STORY HOUSE AT 2801 COLORADO AVENUE , It was moved by Councilman Reynolds , seconded by Councilman Galinson , to set date for hearing on November 18 , 1968 . Motion carried unanimously . 9 . UNFINISHED BUSINESS (a ) PROPOSED PRELIMINARY PLAT OF FOURTh COUNTRY CLUB ADDITION OF V%I .ESTW OOD HILLS ( UTAH AVENUE , UTAH DRIVE. Y AND 18TH STR . ET ) REQUESTED BY ROBERT J . MCNULTY CO. (HEARING CLOSEL , ACTION CONTINUEdD FROM AUGUST 19 , SEPTEMBER 9 , SEPTEMBER 16 , OCTOBER 7 , AND OCTOBER 21 , 1968 & ) On motion by Councilman Galinson , seconded by Councilman Heltzer , this plat was deferred to November 18 , 1968 . Motion carried unanimously. (b ) APPLICATION FGR NEW LICENSE TO SELL NON - INTOXICATING LIQUOR ON SALE, BY PIZZA HUTS , INC . ( DEFERRED FROM OCTOBER 7 , 21 , and 28 , 19 68 ) . Mr. Wayne Vander Vort , 720 Northstar Center , and Mr . E . A . Rancone , 2192 Fairmount , St . Paul , were present representing Pizza Huts , Inc . Councilman Reynolds moved to approve issuance of the license . Councilman Koch seconded and the motion carried 5 2 , Councilman Howard and Mayor Thiel voting nay . NEW BUSINESS ( a ) CIVIC CALENDAR It was suggested by the City Manager that a civic calendar be prepared and mailed to residents of St . Louis Park listing civic activities and various other data that would be valuable information to the citizenry . Councilman Koch moved to approve in principle the civic calendar and instruct Staff to proceed . Councilman Reynolds seconded and the motion carried with seven yeas . (b ) PROPERTL Y APPRAISAL AND OPEN SPACE GRANT APPLICATION Councilman Koch moved that up to $400 be authorized for expenditure for appraisal of the park site at 27th Street and Dakota Avenue and that application be made for an open space grant for that park . Councilman Reynolds seconded and the motion carried unanimously. 11 . MIS C E LLA NE OUS None 12 . CLAIMS , APPROPRIATIONS AND CONTRACT PAYMENTS ( a ) VERIFIED CLAIMS On motion of Councilman Reynolds , seconded by Councilman Graves , the lists of verified claims prepared by the Director of Finance and presented to the Council dated November 4 , 1968 in the total amounts of $ 3 , 222 . 71 for payroll , and $40 , 170 . 01 for vendors were approved , and the City Manager , City Clerk , and City Treasurer were authorized to issue checks covering same by a seven yea vote . (b ) PAYMENTS ON CONTRACT WORK On motion of Councilman Howard , seconded by Councilman Reynolds , the following payments on contract work presented by the City Engineer were approved , and the City Manager , City Clerk , and City Treasurer were authorized to issue checks for their respective ' amounts by a seven yea vote . 1 . Partial Payment No . 1 , Concrete Retaining Wall , Improvement No . 65 - 01 , Berglund - Johnson , Inc . - $ 8 , 360 . 10 , 2 . Partial Payment No . 2 , Plant Mixed Asphalt Paving and Storm Sewer , Improvement Nos , 62 - 65 , 68 - 16 , 68 - 17 , and 68 - 46 , J . V . Council - man Reynolds seconded and the motion lost 6 - 1 , Mayor Thiel voting yea .
