Louis Park Evangelical Free Church . 3 . Councilman Richard Graves arrived at 8 : 55 p . m . 4 . MINUTES On motion of Councilman Koch , seconded by Councilman Reynolds , the minutes of the regular meetings held November 4 , 1968 and November 129 1 % 8 and a special meeting held November 13 , 1968 , were approved by a sic yea vote . Councilman Graves was not present . 5 . The motion carried with six yeas . ( Councilman Graves was not present ) . Louis Park Zoning Ordinance . " Motion carried with seven yeas . Councilman Howard a d moved to amend the resolution to allow a ten foot side yard . Councilman Reynolds seconded and the motion carried with seven yeas . Councilman Koch moved to amend the resolution to include the condition that the existing building be removed . ORDINANCE NO. 1046 It was moved by ".. ouncilman Koch , seconded by Councilman Cralinson , to waive second reading and a & opt Ordinance No . 1046 entitled , " An Ordinance Relating to Snowmobiles , Aegulating theOperation and Use Thereof , and Providing Penalties for the Violation Thereof . " Motion carried with seven yeas . Councilman Koch moved to have the :pity Manager submit to Council by the first meeting in December a list of the areas suitable for snowmobile use and any other information necessary for proper supervision of the snowmobiling and others using that area . Councilman Koch moved to waive first reading and set date for second reading November 25 , 1968 , Councilman Howard seconded and the motion carried 4 - 3 , Councilmen Galinson , Heltzer and Thiel voting nay .
