Murray Gal ins on Richard Graves Jams Heltzer Richard Koch Robert Reynolds Leonard Thiel Also present were the City Mana ger , City Attorney , Police Captain , City Clerk and Acting Secretary , and Officers Harwood , Metro and Racette . Councilman Frank Howard arrived at 6 : 07 p . m . The City Attorney nave a summary of the situation and explained that the meeting was called as a hearing on revocation or suspension of the off - sale beer and liquor licenses of Jennings Liquor , Inc . , 4608 Excelsior Boulevard , St . Louis Park , Minnesota due to a recent alleged violation of the intoxicating liquor licensing ordinance involving a minor , I Mr . Robert Grimes was present -as spokesman for Jennings Liquor , Inc . Also present and representing Jennings Liquor , Inc . were attorneys J . B . Clarkson , M . L . Flanagan and R . J . :Vhitcomb and clerks Tigue , Swanson and Loglan . After consultation between representatives of the City , the Licensee , and their attorneys . it was stipulated and agreed that the factual basis of the hearing with respect to the violation claimed by the City would be based upon the documentary evidence to be presented by the City Attorney to the City Council , consisting of the Notice Of Hearing with proof of service attached , subpoenas with proof °f service attached certified copy of a docket of the Hennepin a COunt ' s held in St .
