1 . CALL TO ORDER
the Ci Council was called to order by Mayor Thiel
A regular meeting of tY
at 8 : 05 p . m .
2 . INVOCATION
Invocation was given by Councilman Howard.
3 . ROLL CALL
The following Councilmen were present at roll. call :
Richard Graves
James Heltzer
Frank Howard
Richard Koch
Leonard Thiel
Also present were the City Manager , City Attorney , Planning Director .
Assistant City Engineer and Secretary.
Councilman Reynolds arrived at 8 : 12 p . m .
4. MINUTES
On motion of Councilman Graves , seconded by Councilman Howard , the
minutes of the regular meeting held October 21 , 1968 , were approved
by a five yea vote .
5 . PUBLIC HEARINGS
(a ) APPLICATION FOR TRANSFER OF LIQUOR LICENSE •
CULBERTSON' S CAFE , 5916 EXCELSIOR BOULEVARD • FROM
PERRY HALSETH TO GEORGE J . FAUST , AS DESCRIBED IN NOTICE
OF HEARING PUBLISHED OCTOBER 10 AND 17 , 1968s
Mayor Thiel opened the hearing .
There being no one present in opposition to this transfer , Mayor
Thiel declared the hearing closed .
Councilman Howard moved to approve issuance of license , subject
to approval of State Liquor Control Commission. Couneiln1 Grave
seconded and the motion carried with five yeas . ( councilman
Reynolds was not present ) .

(a ) RESOLUTION GRANTING APPROVAL FOR REROUTING OF
BUSSES OPERATING ON ROUTE 21
RESOLUTION NO, 3622
It was moved by Councilman Howard , seconded by Councilman
Graves , to waive reading and adopt Resolution No . 3622 entitled ,
" Resolution Granting Approval for Rerouting of Busses Operating
on Route 21 from Lake and Hennepin in Minneapolis , along
Minnetonka Boulevard to Highway 100 to Cedar Lake Road Under -
pass , to Vernon Avenue , east on Gamble Drive to Gamble Building
and Returning 'vVest on Gamble Drive to Vernon Avenue , Thence
North on Vernon Avenue to Highway 12 , Thence East on Highway 12
to Minnetonka Boulevard to West Lake Street in Minneapolis . "
Motion carried with six yeas .
(b ) RESOLUTION GRANTING APPROVAL FOR THE REROUTING OF
BUSSES ON ROUTE 9
RESOLUTION NO. 3 623
It was moved by Councilman Howard , seconded by C mwiilman
Reynolds , to waive reading and adopt Resolution No . 3623 entitled,
" Resolution Granting Approval for the Rerouting of Route 9 ,
Glenwood Avenue Now in Operation on Vernon Avenue Between
Wayzata Boulevard and Cedar Lake Road Onto Gamble Drive in
St . Louis Parke " Motion carried with six yeas .

It was moved by Councilman Heltzer , seconded by Councilman Craves ,
to waive second reading and adopt Ordinance No . 1044 entitled ,
" An Ordinance Amending Section 1 : 1050 Through Section 1 : 1058
Inclusive of the City of St . Louis Park Ordinance Code Relating
to Establishing a Municipal Service for the Collection and Disposal
of All Garbage and Refuse . " Motion carried with six yeas .

RECOMMENDING FAVORABLY WITH CONDITIONS TO AMEND
AN APPROVED SITE PLAN FOR A SPECIAL PERMIT UNDER THE
RESIDENTIAL DEVELOPMENT UNIT CONCEPT INVOLVING THREE
BUILDINGS EACH CONTAINING 22 UNITS AT 4505 - 15 WEST
36 -21 STREET .
Mr . David Bailly , architect , 1916 James Avenue South , was present
representing the applicant .
RESOLUTION NO, 3624
It was moved by Councilman Koch , seconded by Councilman Graves ,
to waive reading and adopt Resolution No . 3624 , entitled , " Resolu -
tion Amending Resolution Nos , 3068 , 3314 and 3431 Granting Permit
Under Section 6 : 176 . 4 of the St . Louis Park Zoning Ordinance for
Residential Development Unit , Apartment Buildings , Zejdlik and
Harmala , Inc . " Councilman Reynolds moved to amend the resolu -
tion as presented to Council changing Condition 1 ( a ) . . . that fence
be constructed in accordance with Exhibit D . . . Councilman Howard
seconded and the motion carried 4 - 2 , Councilmen Heltzer and Koch
voting nay . The vote on the original motion carried 5 - 1 , Council -
man Koch voting nay .
(b ) REPORT OF TELE PLANNING COMMISSION ( CASE NO. 68 - 50 - G • )
RECOMMENDING UNFAVORABLY UPON THE REQUEST OF

9 , (b ) APPLICATION FCR NEW LICENSE TO SELL NON - INTOXCATING LIQUOR ON SALE BY PIZZA HUTS , INC * ( DEFERRED FROM
OCTOBER 7 AND 21 , 1968 ) .
On motion by Councilman Reynolds , seconded by Councilman
Hltzer ,
this matter was deferred to November 4 , 1968 . Motion carried
with six yeas .

( c ) ACQUISITION OF LAND ADJACENT TO VTOLFE PARK
Mr . Robert Lang , Chairman of Parks and Recreation Commission ,
was present urging Council to take money for this acquisition from
funds other than the $450 . 000 General Obligation Bonds for Park
Purposes . The Commission expressed concern regarding funds
being depleted by acquisition of land and present park lands remaining
undeveloped .
Councilman Reynolds moved to authorize payment in the amount of
$ 32 , 500 from Park Improvement Funds , accept deed and authorize
City Clerk to file same for record . Councilman Howard seconded and the
motion carried with six yeas .
(d ) LIQUOR VIOLATION HEARINGS
It was agreed by Council to change the hearing date for alleged
liquor license violations from November 9 , 1968 at 9 : 30 a . m . and
11 : 00 a . m . to November 13 , 1968 at 3 : 30 p . m . and 4 : 30 p . m .
( e ) BARRICADE AT 36TH STREET AND AQUILA AVENUE
Councilman Reynolds moved to deny hearing to A . Lampe and D.
McGlynn concerning the barricade . After some discussion Council -
man Reynolds withdrew his motion . Councilman Koch moved to
deny hearing to A . Lampe and D . McGlynn reWding the barricade
at 36th Street and Aquila Avenue until 404IC4 time as Council and
Staff are able to further ptudy the effects of traffic returning to
36th Street and meeting with the County regarding the extension
of County Road 18 , Councilman Reynolds seconded and the motion
carried with six yeas .
(f ) STORM SEWER FEASIBILITY REPORT
Councilman Reynolds moved that Staff be directed to bring As }
report of the feasibility of installing storm sewer , in 1969 . in area
bounded by France Avenue , Excelsior Boulevard , Randall an(I
Glenhurst . Councilman Kochseconded and the Motion carried Wil'
six yeas .
