It was moved by Councilman Galinson , seconded by Councilman Graves to waive first reading and set second reading for October 28 , 1968 . Motion carried with five yeas . (c ) FIRST READING OF AN ORDINANCE ANTE NDING SECTIONS 1 : 1050 THROUGH SECTION 1 : 1058 , INCLUSIVE , OF THE CITY OF ST . LOUIS PARK ORDINANCE CODE RELATING TO ESTABLISHING A MUNICIPAL SERVICE FOR THE COLLECTION AND DISPOSAL OF ALL GARBAGE AND REFUSE . It was moved by Councilman Galinson , seconded by Councilman Heltzer , to waive first reading and set second reading for October 28 , 1968 . Councilman Galinson moved to amend the ordinance to delete the words " in paper " from Section 1 : 1054 , Subd. 2 ( a ) • Councilman Graves seconded and the motion carried with five yeas . Councilman Heltzer moved to delete the last sentence of Section 1 : 1056 , Subd . 3 , "All delinquent accounts are so subject seconded and the of service without notice " Councilman Galin motion carried with five yeas . •original motion was then taken and carried unanimously . REPORTS OF OFFICERS , BOARDS AND COMMITTEES ( a ) MINUTES OF PLANNING CohIMISSION MEETING HELD OCTOBER 22 1968 Upon hearing no objections , the President Pro Tem ordered the minutes to be received for filing (b ) REPORT OF CITY ACTIVITIES Foil THIRD QUARTER 1968 - B Y CIT Y MANAGER Upon hearing no objections , the President Pro Tem ordered the report to be received for filen. gm (c ) REPORT OF LAND ACQUISITION ! M & C NOo 68 - 31 ) W- OLFE PARK It was moved by Councilman Graves to authorize payment , accept deed and authorize City Cleric to file same for record . Councilman c � Heltzer seconded this motion but no vote was taken . After some discussion Councilman F;eltzer moved to defer for one week and send to Parks and Recreation Director and to the Parks and Recreation Commission for their recommendation on purchasing these lots ( Lots 1 , 2 , 23 , and 24 . Block 4 , Westmoreland Park Addition ) , as well as Lots 3 , 40 5 . 7 and 8 , and a determination as to whether this property would be a useful addition to our parks and recreation program . Councilman Graves seconded and the motion carried with five yeas . (d ) REPORT OF DIRZI, CTOR OF PUBLIC V4' ORKS CONCERNING SANITARY SEWe R CONNECTION OF MASON - KELLER APART - MENTS IN MINNETONKA INTO HOPKINS JR . HIGH FORCEMAIN. Mr . Robert Keller , 400 Westwood Hills Lrive South , was present on behalf of the Mason - Keller Apartments explaining their needs for this ' sanitary sewer connection . Mr . Jim Orr of Schoell & Madson was also present to answer questions relative to this sewer service request . Councilman Graves mored that Staff be instructed to prepare a contract for this sewer service for the approval of Council . Councilman Galinson seconded axed thea motion carried with five yeas . 287 council Minutes , October 21 , 1968 i , $ � ( e ) REPORT CF CITY MANAGER RELATIVE TO INTER CHANGE AT COUNTY ROAD 18 AND WEST 36TH STREET. The City Manager indicated that the meeting concerning this matter was deferred to November 15 , but that a definuite date will be established to look into the feasibility of this interchange . 9 . Councilman Galinson moved to table . Councilman Graves seconded. Motion carried with five yeas . Later in the meeting Councilman Galinson moved to take the matter from the table . Councilman Graves seconded. Motion carried 5 - 0 . After discussion concerning parking problems Councilman Heltzer moved to defer for one week. Councilman Graves seconded . Motion carried with five yeas . " Motion carried with five yeas . (c ) SUGGESTED ORDINANCE CONTROLLING PUBLIC ASSEMBLIES Councilman Koch moved that the City Attorney bring to Council , within one month , an ordinance controlling public assemblies (as passed by the Village of Edina ) with his recommendations and suggestions of the School Board . Councilman Galinson seconded and the motion carried with five yeas . ( d ) ALLEGED LIQUOR VIOLATIONS Councilman Galinson moved that hearings be set at 9 : 30 a . m . , November 9 , 1968 for George ' s In the Park and at 11 : 00 a . m . , November 9 , 1968 for Jennings Liquor , Inc . Councilman Graves seconded and the motion carried with five yeas . (e ) SUGGESTED CHANGE IN VERIFIED CLAIMS LISTS Councilman Galinson moved that a column be added to the verified claims lists for any amount over $ 250 indicating whether or not there has been a bid . Councilman Koch seconded and the � motion carried 4 - 1 , Councilman Graves voting nay. 11 . MISCELLANEOUS None 12 .
