1 . CALL TO ORDER
A. regular meeting of the City Council was called to order by Mayor Leonard
Thiel at 8 : 05 p . m .
2 . INVOCATION
Invocation was given by Rev . Ralph Erickson of the Prince of Peace Lutheran
Church .
3 . ROLL CALL
The following Councilmen were present at roll call :
Murray Galinson
Richard Graves
James Heltze r
Frank Howard
Richard Koch
Robert Reynolds
Leonard Thiel
Also present were the City Manager , City Attorney , Planning Director ,
Director of Public Works , Director of Finance and Secretary .
4 . MINUTES
On motion of Councilman Koch ; seconded by Councilman Howard , the
minutes of the regular meeting held January 8 , 1968 were approved by
a seven yea vote .
5 . REPORTS OF OFFICERS , BOARDS AND COMMITTEES
( a ) PRELIMINARY REPORT OF THE DIRECTOR OF PUBLIC WORKS
AND ASSESSMENT REPORT V % ITH RESPECT TO IMPROVEMENT �
NO. 62 - 85 STORM SEWER (AREA BOUNDED APPROXIMATELY
BY FRANCE AVENUE ON THE EAST , 1111EST 38TH STREET AND
WEST 39TH STRI-� ET ON THE NORTH , QUENTIN AVENUE ON

RESOLUTION NO, 3445
It was moved by Councilman Koch , seconded by Councilman Heltzer ,

5 . (a ) to waive reading and adopt Resolution No . 3445 entitled " Resolution
Receiving Reports and Calling Hearing on Improvement No . 62 - 85 . "
Motion passed by a seven yea vote .
(b ) REPORT OF CITY MANAGER ( M . & C . NO . 68 - 3 ) CONCERNING
CHANGES IN WARD AND PRECINCT -BOUNDARIES .
It was moved by Councilman Howard , seconded by Councilman Koch ,
to waive first reading of proposed ordinance and set date for second `
reading January 22 , 1968 , Motion passed by a seven yea vote .
RESOLUTION NO , 3446
A motion was made by Councilman Howard , seconded by Councilman
Koch , to waive first reading and adopt resolution No . 3446 entitled
" Resolution Rearranging the Boundaries of Certain Voting Precincts . "
Motion passed by a seven yea vote .
6 . UNFINISHED BUSINESS
( a ) AN ORDINANCE .ESTABLISHING REQUIrEMENTS FOR THE
CONTROL OR CORRECTION OF AIR POLLUTION ( DEFERRED
FROM NOVEMBER 27 , 1967 ) .
The Health Sanitarian was present to answer questions . Eugene
Strommen , read a resolution and presented it to Council on behalf
of the Chamber of Commerce regarding air pollution control . Tom
Reiersgord was present representing Reilly Tar & Chemical Company
and as a private citizen to question several areas including an appeal
board , license requirement , administrative control , expense of
testing for a company and lack of standards on odors .
It was moved by Councilman Koch , seconded by Councilman Heltzer ,
to consider the matter further at a special meeting February 26 ,
1968 and a representative from the Metropolitan Council be asked
to attend to advise the City of their plans in this field . Motion
passed by a seven . yea vote .
(b ) REPORT OF CITY ATTORNEY CONCERNING SNOWMOBILES
( DEFERRED FROM DECEMBER 18 , 1967 ) .
Council discussed regulations concerning speed limit , distance
from people , license for driving , limited hours of use , whether
to prohibit from street , noise and limiting to certain areas . Mrs .
C . T . Wilder , 3208 Hillsboro , was present in favor of either ban -
j ning snowmobiles or designating certain areas for their use . Edwin
Elmer , attorney for North Central Marine Association , stated the
use of designated areas for snowmobile use as an excellent idea .

6 . (b ) Mayor Thiel suggested Mr . Koch , 1VIr .
Galinson , the City Attorney ,
City Manager and a representative of the snowmobile people could
meet and study the matter and present recommendations at the
February 5 , 1968 Council meeting .
( c ) REPORT OF PLANNING COMMISSION RECOMMENDING FAVOR -
ABLY UPON THE STUDY OF BUSINESS USES IN R - 4 DISTRICT ,
INITIATED BY PLANNING COMMISSION ( DEFERRED FROM
DECEMBER 18 , 1967 ) ,
A motion was made by Councilman Howard , seconded by Councilman
Koch , to request staff to prepare the necessary ordinance amending
the Zoning Ordinance as proposed in the planning report dated
December 6 , 1967 . Before a vote was taken it was moved by
Councilman Reynolds , seconded by Councilman Howard , to amend
Sections 6 : 093 , 11 and 6 : 103 . 2 as proposed in the planning report by
adding the words " or hospital " at the end of the first sentence and
taking out the word " or " between the words " use " and " a." Motion
passed by a seven yea vote , Vote on the original motion passed by
six yeas and one nay , Councilman Heltzer voting nay .
7 . NEW BUSINESS

( a ) BASSETT CREEK MEETING ,
Councilman Galinson gave a brief resume of the meeting held
January 11 , 1968 with regard to Bassett Creek . The motion was
made at that meeting that each municipality present appoint a
representative to meet as a committee to discuss drainage solu -
tions , It was moved by Councilman Koch , seconded by Councilman
amended Reynolds , that Mr . Galinson be appointed as Council representative

to the Bassett Creek coordination committee with a staff
8 . ADJOURNMENT member to be designated by the City Manager to assist .
On motion of Councilman Reynolds , seconded by Councilman Koch , the
meeting was adjourned at 10 : 50 p . m . by a seven yea vote .`
