INVOCATION Invocation was given by Rev . Ralph Erickson of the Prince of Peace Lutheran Church . 3 . ROLL CALL The following Councilmen were present at roll call : Richard Graves James Heltzer Frank Howard Richard Koch Curtis Pearson Robert Reynolds Leonard Thiel Also present were the City Manager , City Attorney , Planning Director , Director of Public Works and Acting Secretary . The City Attorney left the me a ting at 9 : 10 p . m . 4 . MINUTES On motion of Councilman Reynolds , seconded by Councilman Graves , the minutes of the regular meeting held August 28 , 1967 were approved by a seven yea vote . 5 . PUBLIC HEARINGS ( a ) None . 6 . PETITIONS , REQUESTS AND COMMUNICATIONS (a ) PETITION FOR VACATION OF DAKOTA AVENUE SOUTH OF HIGHWAY NO. 7 TO MILWAUKEE RAILROAD TRACKS BY POCKRANDT LUMBER & FUEL COMPANY , 6325 HIGHWAY NO. T 171 I Council Minutes - September 5 , 1967 6 . ( a ) RESOLUTION NO . 336.1 i It was moved by Councilman Pearson , seconded by Councilman to waive reading and adopt Resolution No . 3361 entitled " Resolution for Hearing on Petition to Vacate Street . " Motion passed by a seven yea vote . Hearing will be held September 18 , 1967 . 7 . " Motion passed by a seven yea vote . ( b ) FIRST READING OF PROPOSED ORDINANCE AUTHORIZING SALE BY THE CITY OF PROPERTY LOCATED AT NEVADA AVENUE AND DEPOT AVENUE TO ROBERT J . MCNULTY COMPANY . A motion was made by Councilman Reynolds , seconded by Council - man Graves , to defer the matter to September 18 , 1967 . Motion passed by a seven yea vote . The City Manager was requested to report on the above named property and also the ponding area owned by Mr . McNulty. ( c ) RESOLUTION DECLARING COST TO BE ASSESSED AND ORDER - ING PREPARATION OF PROPOSED ASSESSMENT , RESOLUTION NO, 3363 It was moved by Councilman Pearson , seconded by Councilman Heltzer , to waive reading and adopt Resolution No . 3363 entitled " Resolution Declaring Cost to be Assessed and Ordering Prepara - tion of Proposed Assessment . '1 2 . 2 temporary construction easements dated August 30 , 1967 from Palmer C . Udstrand , Sr . and Mabel A. Udstrand for the north 30 feet of Lot 3 , and the south 30 feet of Lot 2 , Block 1 , Udstrand ' s Addition . It was moved by Councilman Pearson , seconded by Councilman Koch , to accept deeds and authorize the City Clerk to file same for record . Motion passed by a seven yea vote . (c ) REPORT OF CITY MANAGER (M . & Co NO. 67 - 20 ) CONCERN - ING PURCHASE OF PROPERTY FOR RIGHT OF WAY OF LOUBIANA AVENUE NORTH OF EXCELSIOR BOULEVARD . It was moved by Councilman Graves , seconded by Councilman Reynolds , to authorize the City Manager to proceed with negotia - tion for acquisition of the above property . Motion passed by a seven yea vote . Councilman Pearson made a motion , seconded by Councilman Howard , that any land acquisition in the future in excess of $ 5 , 000 . 00 should be professionally appraised , :Motion passed by a seven yea vote . Henry Bierbrauer of Town Taxi, was present in favor ,of the application . John Daly , 4206 Salem Avenue , President of Yellow Cab Company , and Ralph Hendrickson , 6137 Thomas Avenue South , were in opposition to granting the certificate . RESOLUTION NO , 3364 It was moved by Councilman Pearson , seconded by Councilman Koch , to waive reading and adopt Resolution No . 3364 entitled " Resolution Authorizing Certificate of Convenience and Necessity for Taxicab Operation . " Motion passed by a seven yea vote . A motion was made by Councilman Howard , seconded by Council - man Reynolds , that taxicab driver applications be brought before the Council . After discussion , Councilman Howard withdrew his motion . It was then moved by Councilman Howard , seconded by Councilman Reynolds , that the City Manager recommend to Council criteria for Police Department use in the selection of cab drivers for St . Louis Park and comparison of methods used by neighbor - ing communities . Motion passed by a seven yea vote . (b ) REPORT OF CITY ATTORNEY REGARDING FUTTERMAN - KNOLLWOOD EASEMENTS ( DEFERRED FROM AUGUST 21 , 1967 . A motion was made by Councilman Heltzer , seconded by Council - man Koch , to defer this matter to September 11 , 1967 . Motion passed by a seven yea vote . (c ) AWARD OF CONTRACT FOR GRADING IMPROVEMENT NOS . 62 - 65 AND 66 - 24 , RESOLUTION NO . 3365 It was moved by Councilman Pearson , seconded by Councilman , 3365 entitled Graves to waive reading and adopt Resolution No . � " Resolution Accepting Bid for Grading Improvement Nos . 62 - 65 Y✓' ✓ ' p y n , , + and 66 - 24 , " Motion passed by a seven yea vote , 174 Council Minutes - September 5 , 1967 q . RESOLUTION NO . 3366 It was moved by Councilman Heltzer , seconded by Councilman Graves , to waive reading and adopt Resolution No . 3366 entitled " Resolution Authorizing Placement of Traffic Control Signs Regu - lating Parking . " Motion passed by a seven yea vote . (b ) PROPOSED 1968 BUDGET BY THE CITY MANAGER . A motion was made by Councilman Koch , seconded by Councilman Heltzer , to hold a special meeting at 9 : 00 a , m . , September 9 , 1967 c , for budget discussion . Motion passed by a seven yea vote . 11 . MISCELLANEOUS ( a ) None . 12 . CLAIMS , APPROPRIATIONS AND CONTRACT PAYMENTS ( a ) VERIFIED CLAIMS . On motion of Councilman Pearson , seconded by Councilman Reynolds , the lists of verified claims prepared by the Director of Finance and presented to the Council dated September 5 , 1967 in the total amounts of $ 6 , 662 , 54 for payroll and $ 34 , 200 . 14 for vendors were approved , and the City Manager , City Clerk , and City Treasurer were authorized to issue checks covering same by a seven yea vote .
