Motion lost by a vote of six nays and one yea , Councilman Pearson voting yea . Vote on the original motion to place $ 35 , 000 in item 54 , Other Improvements , Municipal Parks , lost by a vote of five nays and two yeas , Councilmen Koch and Heltzer voting yea . A. motion was made by Councilman Reynolds , seconded by Councilman Graves , that a committee be appointed by Mayor Thiel consisting of two from Park and Recreation Advisory Commission , two from Council and one from staff to investigate previous studies and recommend means of financing and priorities for park improvements . Motion passed by a seven yea vote . It was moved by Councilman Pearson , seconded by Councilman Howard , to reduce item 49 $ ,Emergency Appropriation from $ 110 , 000 to $ 90 , 000 . Motion passed by a vote of four yeas and three nays , Councilmen Heltzer , Pearson , Howard and Thiel voted yea and Councilmen Koch , Reynolds and Graves voted nay . A motion was made by Councilman Howard , seconded by Councilman Heltzer , to reduce item 39 , General Supplies , General and Special Revenue Funds , $ 6 , 303 from $ 36 , 303 to $ 30 , 000 . Motion lost . It was moved by Councilman Koch , seconded by Councilman Howard , that item 43 , Subscriptions and Memberships , General and Special Revenue Funds , be reduced $ 2 , 112 from $ 6 , 112 to $4 , 000 . Motion lost by a roll call vote of four nays and three yeas , Councilmen Graves , Pearson , Reynolds and Thiel voting nay and Councilmen Howard , Koch and Heltzer voting yea . It was moved by Councilman Pearson , seconded by Councilman Heltzer , that item 43 , Subscriptions and Memberships , General and Special Revenue Funds , be reduced $ 612 . 00 from $ 69 112 to $ 5 , 500 . Motion passed by a roll call vote of four yeas and three nays , Councilmen Graves , Heltzer and Reynolds voting nay and Councilmen Howard , Koch , Pearson and Thiel voting yea . A motion was made by Councilman Howard , seconded by Councilman Reynolds , that the Mayor ' s salary be reduced to $ 1 , 500 and Councilmen ' s salaries be reduced to $ 600 . 00 . Motion lost by a vote of one yea , five nays and Councilman Pearson abstaining . Councilman Howard voted yea .
