LOUIS PARK , MINNESOTA September 13 , 1967 A budget meeting of the City Council adjourned from September 9 , 1967 was " called to order by Mayor Leonard Thiel at 8 : 04 p . m . ' The following Councilmen were present : i Richard Graves James Heltzer i ; Frank Howard Richard Koch Curtis Pearson Robert Reynolds Leonard Thiel Also present were the City Manager , Director of Finance and Secretary . It was suggested by Councilman Reynolds that in the minutes of September 9 , 1967 in the motion made by Councilman Howard regarding Mayor and Council salaries , the word "moved " be changed to " suggested " . Councilman Pearson requested information regarding the work load in the Assessing Department with changes made in records for personal property . A motion was made by Councilman Pearson , seconded by Councilman Howard , to delete item 12 of the Planning Budget , Salaries of Temporary Employees , in ! the amount of $ 1 , 200 . Motion lost by a roll call vote of five nays and two yeas Councilmen Graves , Heltzer , Koch , Reynolds and Thiel voting nay , and Council - men Howard and Pearson voting yea . It was moved by Councilman Pearson , seconded by Councilman Heltzer , under item 11 , Police Budget , Overtime of Regular g Employees , be reduced $ 2 , 000 from10 8 $ , 000 to $ 000 . After discussion it was moved by Councilman Reynolds , seconded by Councilman Howard , under General and Special Revenus Funds , item 11 , Overtime of Regular Employees , be reduced from $ 32 , 205 to $ 27 , 000 . Before a vote was taken it was moved by Councilman Howard , seconded by Councilman Reynolds , to amend the motion to read that item 11 , Overtime of Regular Employees be reduced from $ 32 , 205 to $ 30 , 000 . The Chair ruled that if the above motion passed the previous motion by Councilman Pearson under item 11 of the Police Budget would be deleted . Council discussed overtime of police employees . Councilmen Reynolds and Howard withdrew the original motion. It Was moved by Councilman Koch , seconded by Councilman Graves , to recon - ' cider the original motion made by Councilman Pearson regarding police over - � � time under item 11 .
