Larry Houseman of the Alderagate Methodist Church . 10 ROLL CALL The following Councilmen were present at roll call : Richard Graves James Heltzer Frank Howard Richard Koch Curtis Pearson Leonard Thiel Also present were the City Manager , City Attorney , Planning Director , Director of Public Works and Secretary. 4 , MINUTES ' On motion of Councilman Koch , seconded by Councilman Howard , the minutes of the regular meeting held July 10 . 1967 were approved by a mix yea vote . S , PUBLIC HEARINGS -- ( a ) IMPROVEMENT NO, 62 . 27 , PROPOSED RETAINING WALL, BRIDGE AND GRADING OF LOUISIANA AVENUE FROM EXCELSIOR BOULEVARD TO EXISTING LOUISIANA AVENUE NORTH OF MINNEHAHA CREEK , AS DESCRIBED IN NOTICE OF HEARING PUBLISHED JUNE 8 AND 15 , 1967 ( HEARING ADJOURNED FROM JUNE 26 , 1967 ) . Jobe McNulty , attorney for Meadowbrook Manor , stated his client was opposed to the improvement since they were not a benefiting property owner and objected to any assessment against their property . It was moved by Councilman Howard , seconded by Councilman Koch , to waive reading and adopt resolution ordering the improve - ment and ordering preparation of plans . Before a vote was taken Council discussed a program for concrete alleys and possibility of assessing for alley maintenance of those alleys not concrete . Councilman Pearson made a motion , seconded by Councilman Graves , to defer action to August 7 , 1967 . Motion passed by a five yea vote , Councilman Howard , voting nay . (e ) IMPROVEMENT NO, 67 - 38 , PROPOSED CONCRETE ALLEY PAVING BETWEEN SALEM AVENUE , TOLEDO AVENUE , WEST 41ST STREET AND WEST 42ND STREET , AS DESCRIBED IN NOTICE OF HEARING PUBLISHED JUNE 22 AND 29 , 1967 .
