A motion was made by Councilman Reynolds , seconded by Council - man Koch , to waive first reading of proposed ordinance conveying lands in Yale Land Company ' s Garden Lots and William Scott ' s Addition to Independent School District # 283 , and set date for second reading July 17 , 1967 .
