INVOCATION Invocation was given by Councilman Howard 3. ROLL CALL The following Councilmen were present at roll call : Frank Howard Richard Koch Robert Reynolds Leonard Thiel Also present were the City Manager , City Attorney, Planning Director , Assistant City Engineer , and Secretary. Councilman Graves arrived at 9 : 05 p . m . 4, MINUTES On motion of Councilman Reynolds , seconded by Councilman Koch , the minutes of the regular meeting held June 19 , 1967 were approved by a four yea vote . SAFETY COMMITTEE AWARD On behalf of the Mayor ' s Safety Committee , Mayor Thiel presented a safety award to Adolph Fine for his generous contribution for buttons ding used in the summer safety campaign for children in St . Louis Park . It was suggested that the Parks and Recreation Advisory Com ' mission be advised that without benefit of three Council members discussion on the Capital Irnprovement Budget was deferred to July 17 , 1967 . NO. 67 - 14 ) WITH RESPECT TO PROPOSED SALE AND PURCHASE OF LAND ( FREIDHEIM INDUSTRIAL PARK ) . Robert Ehrenberg was present on behalf of Freidheim Investments . It was moved by Councilman Reynolds , seconded by Councilman Howard to defer the matter to July 17 , 1967 with the request that this M . & C . be accompanied by an M . & C . concerning the right i of way for Raleigh Avenue . Motion passed by a four yea vote . (c ) REPORT OF APPOINTMENT BY THE CITY MANAGER ( POLICE PATROLMAN ) . f It was moved by Councilman Reynolds , seconded by Councilman Howard , to approve the appointment of Donald L. Sewell as Police Patrolman , Range PS 2 , Step B , effective July 17 , 1967 . Motion passed by a four yea vote . 9 . UNFINISHED BUSINESS (a ) CEDAR LAKE ROAD BRIDGE ( REQUESTED JUNE 5 , 1967 ) . Councilman Graves arrived at the meeting at 9 : 05 p . m . On motion of Councilman Reynolds , seconded by Councilman Koch , the matter was deferred to August 7 , 1967 . by a five yea vote . (b ) IMPROVEMENT NO. 66 - 77 , PROPOSED STREET WIDENING , PAVING , CURB AND GUTTER ON WEST SIDE OF LYNN AVENUE FROM TRUNK HIGHWAY NO. 7 TO MINNETONKA BOULEVARD (HEARING HELD JUNE 19 , 1967 ACTION DEFERRED ) . John Brooks , 3041 Lynn Avenue , was present to question the need for the project . It was moved by Councilman Howard , seconded by Councilman Reynolds , to defer action to July 171 1967 . Motion passed by a four yea vote . Councilman Graves was not present . 10 . NEW BUSINESS (a ) TABULATION OF BIDS FOR SALE OF CITY - OWNED CARS . It was moved by Councilman Koch , seconded by Councilman Hdward , to accept bid for vehicle No . 780 in the amount of $ 550 . 00 , for vehicle No . 781 in the amount of $ 555 . 00 and for vehicle No . 773 in the amount of $355 . 00 and authorize the City Manager to negotiate the sale of vehicles 770 , 772 and 774 .
