INVOCATION Invocation was given by Councilman Howard 3 . ROLL CALL n were present at roll call : The following Councilme Richard Graves James Heltzer Frank Howard Richard Koch Curtis Pearson Leonard Thiel Also present were the City Manager , City Attorney . Planning Director . Director of Public Works , and Secretary . 4 . MINUTES On motion of Councilman Howard , seconded by Councilman Koch , the minutes of the regular meeting held June 5 , 1967 adjourned to June 13 , 1967 were approved by a six yea vote . A motion was made by Council - man Pearson to reconsider the motion . Motion passed by a six yea vote . A motion was made by Councilman Pearson , seconded by Councilman Heltzer , to add to the minutes of June 5 , 1967 under item 7A that " Mr . Brill was asked to contact his client regarding a new opening west of Texas Avenue on Minnetonka Boulevard , Improvement No . 65 - 33 , to make it a part of the plan if at all possible . It Motion passed by a six yea vote . It was moved by Councilman Koch , seconded by Councilman Howard , to approve the minutes of June 5 , 1967 as amended . Motion passed by a six yea vote . CERTIFICATE OF COMPLETION FOR PUBLIC WORKS CONSTRUCTION INSPECTION COURSE , Mayor Thiel presented to Eugene Schurman and Maynard Klever , employees of the City, a Certificate of Completion of the Public Works ConstructaOn issued by the Minnesota Cha ter of the American public Inspection Course P I 119 1 cil Minutes 1106June 19 , 1967 Govn Works Association and commended Mr . Motion passed by a six yea vote . (b ) IMPROVEMENT NO . 66 - 84 , PROPOSED SIDEWALK ON SOUTH SIDE OF WEST 38TH STREET FROM NATCHEZ AVENUE TO OTTAWA AVENUE AND ON BOTH SIDES OF OTTAWA AVENUE FROM WEST 38TH STREET TO EXCELSIOR BOULEVARD , AS DESCRIBED IN NOTICE OF HEJARING PUBLISHED MAY 25 , 1967 AND JUNE 1 , 1967 . Councilman Heltzer presented a petition from thirty - three home owners in the area in opposition to the cilman Koch , seconded by Council - request . It was moved by Counman Graves to set date for public hearing July 10 , 1967 . Motion lost by a vote of four nays and two yeas , Councilman Thiel and Koch voting yea .
