Council was called to order by Mayor Thiel
at 8 : 05 Pm *

4 . MINUTES
On motion of Councilman Howard , seconded by Councilman Koch , the
minutes of the regular meeting held June 5 , 1967 adjourned to June 13 ,
1967 were approved by a six yea vote . A motion was made by Council -
man Pearson to reconsider the motion . Motion passed by a six yea vote .
A motion was made by Councilman Pearson , seconded by Councilman
Heltzer , to add to the minutes of June 5 , 1967 under item 7A that " Mr .
Brill was asked to contact his client regarding a new opening west of
Texas Avenue on Minnetonka Boulevard , Improvement No . 65 - 33 , to
make it a part of the plan if at all possible . It Motion passed by a six
yea vote . It was moved by Councilman Koch , seconded by Councilman
Howard , to approve the minutes of June 5 , 1967 as amended . Motion
passed by a six yea vote .

36TH STREET , CITY PROPERTY , AS DESCRIBED IN NOTICE
OF HEARING PUBLISHED JUNE 8 , 1967 , INITIATED BY COUNCIL,
Upon hearing no objection Mayor Thiel declared the hearing closed ,
it was moved by Councilman Howard , seconded by Councilman Koch
to waive first reading of proposed ordinance and to set date for
second reading June 26 , 1957 . Motion passed by a six yea vote .
(b ) IMPROVEMENT NO . 66 - 84 , PROPOSED SIDEWALK ON SOUTH
SIDE OF WEST 38TH STREET FROM NATCHEZ AVENUE TO
OTTAWA AVENUE AND ON BOTH SIDES OF OTTAWA AVENUE
FROM WEST 38TH STREET TO EXCELSIOR BOULEVARD , AS
DESCRIBED IN NOTICE OF HEJARING PUBLISHED MAY 25 , 1967
AND JUNE 1 , 1967 .
H. F. Anderson , 3744 Natchez Avenue , was interested in curb
and gutter for the same area . When plans are prepared they will
be presented to Council . Mayor Thiel declared the hearing closed .

It was moved by Councilman Pearson , seconded by Councilman
Koch , to ,waive reading and adopt Resolution No . 3306 entitled
" Resolution Ordering Improvement and Ordering Preparation of
Plans Improvement No , 66 - 84 . " Motion passed by a six yea vote .

William Geimer , 6121 Excelsior Boulevard , represented Henry
Sabes , the applicant . Councilman Heltzer presented a petition
from thirty - three home owners in the area in opposition to the
cilman Koch , seconded by Council -
request . It was moved by Counman Graves to set date for public hearing July 10 , 1967 . Motion
lost by a vote of four nays and two yeas , Councilman Thiel and
Koch voting yea . A motion Dy Councilman Heltzer , seconded by
Councilman Koch , to deny the application passed by a six yea vote .

Sam Segal was present . The City Attorney stated in answer to a
question of Councilman Pearson that any structure Mr .
Segal built on the property would need a special permit and Council
approval .

A motion was made by Councilman Graves , seconded by Council -
man Heltzer , to waive second reading and adopt Ordinance No .
1000 entitled " An Ordinance Amending the St . Louis Park Zoning
Ordinance Changing Boundaries of Zoning Districts . " Motion
Passed by a six yea vote .

Pearson suggested a rewrievral of the Zoning Ordinance with respect
to institutional zoning . It was moved by Cour_cilman Heltzer ,
seconded by Councilman Koch , that Planning Commission be directed
to investigate the desirability of public facility zoning and make a
recommendation to Council . I - lotion passed by a six yea vote . It
