INVOCATION Invocation was given by Rev . Stewart Dale of the First Lutheran Church . 3 , ROLL CALL The following Councilmen were present at roll call : Richard Graves James Heltzer Frank Howard Richard Koch Robert Reynolds Also present were the City Manager , City Attorney , Director of Public Works , and Secretary. 4 . MINUTES On motion of Councilman Koch , seconded by Councilman Reynolds , the ininutes of the regular meeting held May 15 , 1967 were approved by a five yea vote . 5. PUBLIC HEARINGS (a ) IMPROVEMENT NO, 66 - 83 , PROPOSED PAVING AND CURB AND GUTTER ON WEST 38TH STREET FROM MONTEREY DRIVE TO OTTAWA AVENUE AND ON OTTAWA AVENUE FROM WEST 38TH STREET TO EXCELSIOR BOULEVARD , AS DESCRIBED IN NOTICE OF HEARING PUBLISHED MAY 4 AND 11 , 1967 . The Director of Public Works described the project . Philip Pickett , 3755 Ottawa Avenue , objected to cutting down the street incline and stated parking on Ottawa was a problem . H. J . Schneider , 3743 Ottawa Avenue , was opposed to cutting down the hill on West 38th Street and suggested closing off Ottawa Avenue . President Pro Tem Howard declared the hearing closed . it was moved by Councilman Heltzer , seconded by Councilman Koch , to defer action on the improvement until June 5 , 1967 . REPORTS OF OFFICERS , BOARDS AND COMMITTEES (a ) PRELIMINARY REPORTS OF THE DIRECTOR OF PUBLIC WORKS AND ASSESSOR WITH RESPECT TO IMPROVEMENT NO. 67 - 27 , TRAFFIC SIGNAL AT 28TH STREET AND PENNSYLVANIA. AVENUE . Councilman Koch requested staff to prepare report on policy to follow for this type of project. A motion was made by Councilman Heltzer , seconded by Councilman Reynolds , directing staff to pre - pare a resolution setting date for public hearing and including area to be assessed between West 28th Street , Minnetonka Boulevard , Texas Avenue and Louisiana Avenue . Motion passed by a five yea vote . (b ) PRELIMINARY REPORT OF THE DIRECTOR OF PUBLIC WORKS AND ASSESSOR WITH RESPECT TO THE FOLLOWING IMPROVEMENTS : 1 . No . 66 - 77 , street widening , paving , curb and gutter on west side of Lynn Avenue from Trunk Highway No . 7 to Minnetonka Boulevard . 2 . No . 66 - 841 concrete sidewalk on south side of West 38th Street from Natchez Avenue to Ottawa Avenue and on both sides of Ottawa Avenue frorn West 38th Street to Excelsior Boulevard . 101 I Gounc '1 minutes - May 22 , 1967 8. (b ) RESOLUTION NO. 3289 It was moved by Councilman Reynolds , seconded by Councilman Koch , to waive reading and adopt Resolution No . 3289 entitled " Resolution Receiving Reports and Calling Hearing on Improvement Nos . 66 - 77 and 66 - 84 . " Motion passed by a five yea vote . (c ) REPORT OF CITY MANAGER ( M . & C . NO. 67 - 12 ) CONCERNING SALARY ADJUSTMENTS IN PAY PLAN FOR PUMPING STATION MECHANIC He RESOLUTION NO . 3290 It was moved by Councilman Reynolds , seconded by Councilman Koch , to waive reading and adopt Resolution No . 3290 entitled " Resolution Amending Personnel Rules and Regulations , Position Classification Assignment Table . " Motion passed by a five yea vote . 9 , UNFINISHED BUSINESS (a ) RIGHT OF WAY FOR 36TH STREET , It was moved by Councilman Heltzer , seconded by Councilman Koch , that a resolution be placed on the next Council agenda for condemnation of land owned by Futterman Corporation if easements have not been received by that date . Motion passed by a five yea vote . 10, NEW BUSINESS (a ) TABULATION OF BIDS FOR ONE 22 , 000 LB G . V . W . TRUCK CAB AND CHASSIS AND ONE HYDRAULIC POWER OPERATED ARTICULATED AERIAL TOWER , It was moved by Councilman Reynolds , seconded by Councilman Koch, to designate Suburban Chevrolet Co , as the lowest respon - sible bidder for cab and chassis and to accept bid in the amount of $ 3 , 3609 15 , Motion passed by a five yea vote . It was moved by Councilman Reynolds , seconded by Councilman Koch , to designate La Hass Corp . as the lowest responsible bidder for the aerial tower and to accept bid in the amount of $ 10 , 404 * 00 . The Cit Manager stated the City had received a letter from Reliable - y asking to be released due o mis Electric Co . Inc . , low bidder , take in the bid . Reliable Electric has been informed their bid bond would be forfeited . A motion was made by Councilman Heltzer , seconded by Council - man Graves , to designate Lund - Martin Co . as the lowest respon - sible bidder for General Construction , to accept bid in the amount of $ 172 , 885 . 00 and to authorize the Mayor and City Manager to execute the necessary contract . Motion passed by a five yea vote . It was moved by Councilman Heltzer , seconded by Councilman Graves , to designate Whelan Co . , Inc . as the lowest responsible bidder for Mechanical Installation , to accept bid in the amount of $ 55 , 950 . 00 and to authorize the Mayor and City Manager to execute the necessary contract . It was moved by Councilman Heltzer , seconded by Councilman Graves , to designate Wilson Electric Co . as the lowest respon - sible bidder for Electrical Installation , to accept bid in the amount of $ 25 , 750 and to authorize the Mayor and City Manager to execute the necessary contract .
