LOUIS PARK , MINNESOTA i April 3 , 1967 1 i , CALL TO ORDER A regular meeting of the City Council was called to order by Mayor Leonard Thiel at 8 : 05 p . m . 2, INVOCATION Invocation was given by Victor Olson , associate minister of Westwood Lutheran Church . 3 , ROLL CALL The following Councilmen were present at roll call : Richard Graves James Heltzer Frank Howard Richard Koch Curtis Pearson Robert Reynolds Leonard Thiel Also present were the City Manager , City Attorney , Assessor , Director of Public Works and Secretary. PRESENTATION OF PLAQUE TO SENATOR WOLFE On behalf of the City and City Council Mayor Thiel presented a plaque Of commendation to Senator Wolfe for years of service to the community , 4 • MINUTES On motion of Councilman Reynolds , seconded by Councilman Koch , the minutes of the regular meeting held March 20 , 1967 were approved by a seven yea vote . 5' PUBLIC HEARINGS (al IMPROVEMENT NO. 64 - 22A, PROPOSED GRADING ON OXFORD STREET FROM It 265 FEET NORTHEAST OF WEST 36TH STREET TO FRANCE AVENUE ( EAST INDUSTRIAL ROAD ) AS DESCRIBED IN NOTICE OF HEARING PUBLISHED FEBRUARY 9 AND 16 , 1967 (HEARING CONTINUED FROM MARCH 6 , 1967 ) . Richard Frees , president of Acme Lumber Company , was present in favor of the project . Bob Wooden , 3309 Glenhurst Avenue , and 62 Council Minutes - April 3 , 1967 5 . (a ) Robert Rood , 3900 Randall Avenue , questioned increase in traffic for the area . RESOLUTION NO. 3246 It was moved by Councilman Reynolds , seconded by Councilman Koch , to waive reading and adopt Resolution No . 3246 entitled " Resolution Ordering Improvement and Ordering Preparation of Plans Improve - ment No . 64 - 22A , " as amended to read in the first paragraph under Section 2 , " Improvement No . 64 - 22A, grading on Oxford Street from 1 , 265 feet northeast of West 36th Street deadending at France Avenue ( East Industrial Road ) described as follows : " Motion passed by a roll call vote of six yeas and one nay , Councilman Pearson voting nay. (b ) IMPROVEMENT NO. 66 - 09 , GRADING ON LOUISIANA AVENUE FROM 600 FEET SOUTH OF OXFORD STREET TO MINNEHAHA CREEK , AS DESCRIBED IN NOTICE OF HEARING PUBLISHED MARCH 9 and 16 , 1967 ( HEARING CONTINUED FROM MARCH 20 , 19 6? ) • Earl Dresser , administrator of Methodist Hospital , was present in opposition to the project . Mayor Thiel declared the hearing closed . RESOLUTION NO , 3247 It was moved by Councilman Koch , seconded by Councilman Reynolds , to waive reading and adopt Resolution No . 3247 entitled " Resolution Ordering Improvement and Ordering Preparation of Plans Improve . ment No . 66 - 09 . " Motion passed by a vote of six yeas and one nay , Councilman Heltzer voting nay . (c ) IMPROVEMENT NO, 66 - 75 , PROPOSED OFF STREET PARKING LOT ON SOUTHEAST CORNER OF WEST 27TH STREET AND LOUISIANA AVENUE AS DESCRIBED IN NOTICE OF HEARING PUBLISHED MARCH 9 AND 16 , 1967 . Mayor Thiel declared the hearing closed . RESOLUTION NO, 3248 A motion was made by Councilman Heltzer , seconded by Councilman Graves , to waive reading and adopt Resolution No . 3248 entitled " Resolution Ordering Improvement and Ordering Preparation of 63 J r ,ouncil Minutes - April 3 , 1967 5 . AVENUE , OREGON AVENUE , WEST LAKE STREET AND HIGHWAY NO , 71 AS DESCRIBED IN NOTICE OF HEARING PUBLISHED MARCH 9 AND 16 , 1967 . 1 Mayor Thiel opened the hearing . The City Manager stated staff ! would like to investigate further extension of the alley . It was moved by Councilman Heltzer , seconded by Councilman Graves , to continue the hearing to April 17 , 1967 . Motion passed by a seven yea vote . ( e ) IMPROVEMENT NO , 66 - 24 , PROPOSED GRADING IN AREA OF WEST 26TH STREET , XENWOOD AVENUE , WEST 27TH STREET AND ZARTHAN AVENUE , AS DESCRIBED IN NOTICE OF HEAR - ; ING PUBLISHED MARCH 9 AND 169 1967 . The City Manager announced it was necessary to reset the hearing due to an error in publication . RESOLUTION NO. 3249 A motion was made by Councilman Reynolds , seconded by Council - man Graves , to waive reading and adopt Resolution No . 3249 entitled " Resolution Calling Hearing on Grading Improvement No . 66 - 24 . " Motion passed by a seven yea vote . Hearing will be held April 17 , ;. 1967 . (f ) IMPROVEMENT NO. 66 - 58 , PROPOSED SIDEWALK ON NORTH SIDE OF WEST 26Th STREET BETWEEN HAMPSHIRE AVENUE AND DAKOTA AVENUE , AS DESCRIBED IN NOTICE OF HEARING PUBLISHED MARCH 9 AND 16 , 1967s There being no one present interested in the hearing , Mayor Thiel } declared the hearing closed . (b ) COMMUNICATION CONCERNING VOLUNTEER JUNIOR LEADERS AT WESTW OOD DAY CAMP . 44I Councilman Howard presented a letter from Mrs . Virginia Kunz requesting consideration of a minimum wage for volunteer junior leaders in the Westwood Day Camp program . It was moved by Councilman Howard , seconded by Councilman Graves , that con - sideration of salaries for volunteer junior leaders in the Westwood Day Camp program be included in the study staff is making with regard to salaries in the Parks and Recreation Department . Motion passed by a seven yea vote . (c ) APPLICATION FOR LICENSE TO HOLD TEEN AGE DANCES AT 6520 CAMBRIDGE AVENUE BY MRS . BARBARA JACOBY . Herbert Davis , attorney , was present on behalf of Mrs . Barbara Jacoby . Mr . Davis described the type of program involved includ - ing staff , parking , total anticipated attendance and fire exits . It was moved by Councilman Howard , seconded by Councilman Koch , to grant the license for teen age dances for a one month period commencing May 12 , to be renewed month by month for one year (with the understanding that if there are problems or unusual com - a plaints the license will not be renewed ) . Motion passed by a roll call vote of four yeas and three nays , Councilmen Heltzer , Graves and Thiel voting nay , (d ) RESOLUTION IN SUPPORT OF THE FRENZEL- OGDAHL METRO- POLITAN GOVERNMENT BILL .
