Planning Director , Director of Public Works and Secretary. Councilman Heltzer arrived at 8 : 05 p. m . and Councilman Reynolds arrived at 8 :45 p . m . ' 4 . MINUTES On motion of Councilman Howard , seconded by Councilman Koch, the minutes of the regular meeting held February 20 , 1967 were approved by a four yea vote . RESOLUTION OF COMMENDATION ( GARI CHMEL ) President Pro Tem Pearson read a resolution of commendation for Police Officer , Gari Chmel , who received the Lester Albrecht Award of the Hennepin County Chiefs Association while attending the Suburban Police Academy. Councilman Heltzer arrived at 8 : 05 p. m . RESOLUTION NO. 3230 It was moved by Councilman Koch , seconded by Councilman Graves , to waive reading and adopt Resolution No . 3230 entitled " Resolution Of Commendation City of St . Louis Park . Richard Freespres Peter Tanner , representing 3200 France Avenue , was present . the Milwaukee Railroad , was also present to answer questions concerning the railroad expansion plans . Councilman Hov�a indicated that a portion of the land involved in the railroad plan is zoned R - 3 District . It was moved by Councilman Howard , seconded by Councilman Graves , that the hearing be continued until April 3 , 1967 . Motion passed by a six yea vote . 6. Dr . Ellen Fifer , Health Officer , and Harvey McPhee , Health Sanitarian , were present . It was moved by Councilman Howard , seconded by Councilman Koch , to approve the proposal that the City of St . Louis Park enter into a cooperative agreement with the City of Bloomington and the Village of Edina for the operation of a joint environmental health laboraboty as outlined in M . & C . No . 67 - 6 and 67 - 6A, and also recommend that Richfield be invited to join . Motion passed by a six yea vote . (b ) TABULATION OF BIDS FOR ONE MOTOR GRADER , ONE STREET SWEEPER AND ONE FOUR - WHEEL DRIVE TRACTOR LOADER ( DEFERRED FROM FEBRUARY 20 , 1967 ) . Mr . A motion was made by Councilman Heltzer , seconded by Council - man Koch , to designate Schumann Bros . , Inc . as the lowest re - sponsible bidder , to accept bid in the amount of $ 8 , 500 . 00 and to authorize the Mayor and City Manager to execute the necessary contract .
