CALL TO ORDER A regular meeting of the City Council was called to order by Mayor Leonard Thiel at 8 : 10 p . m . 2INVOCATION Invocation was given by Rev . Quentin Alfors of the Evangelical Free Church . 3 , ROLL CALL The following Councilmen were present at roll call : Richard Graves James Heltzer Richard Koch Leonard Thiel Also present were the City Manager , City Attorney , Planning Director , Director of Public Works and Secretary . 4 . MINUTES On motion of Councilman Heltzer , seconded by Councilman Koch , the minutes of the regular meeting held March 6 , 1967 were approved by a four yea vote , 5 . PUBLIC HEARINGS (a ) IMPROVEMENT NO, 66 - 09 , GRADING ON LOUISIANA AVENUE FROM 600 FEET SOUTH OF OXFORD STREET TO MINNEHAHA CREEK , AS DESCRIBED IN NOTICE OF HEARING PUBLISHED MARCH 9 AND 161 1967 . It was moved by Councilman Koch , seconded by Councilman Graves , to defer the hearing to April 3 . 1967 . Motion passed by a four yea vote . 6 . PETITIONS , REQUESTS AND COMMUNICATIONS ( a ) REQUEST OF PARK TERRACE SUPPER CLUB , INC . TO AMEND APPLICATION FOR ON - SALE INTOXICATING LIQUOR LICENSE AT GEORGE ' S IN THE PARK , 4700 EXCEI..SIOR BOULEVARD , TERMINATING OFF - SALE OPERATION . 56 Council Minutes - March 20 , 1967 resented the applicant . RESOLUTION NO . 3239 It was moved by Councilman Graves , seconded by Councilman Heltzer , to waive reading and adopt Resolution No . 3239 entitled " Resolution of Appreciation City of St . Louis Park , Minnesota . " Motion passed by a four yea vote . 8 . REPORTS OF OFFICERS , BOARDS AND COMMITTEES ( a ) REPORT OF CITY ATTORNEY CONCERNING MINNEAPOLIS TERMINAL WAREHOUSE TORRENS PROCEEDINGS WHICH AMONG OTHER THINGS DELINIATES CITY STREETS , VERNON AVENUE AND ZARTHAN AVENUE NORTH OF CEDAR LAKE ROAD . Upon hearing no objection , Mayor Thiel ordered the minutes received for filing . (f ) REPORT OF EMPLOYEE APPOINTMENTS . It was moved by Councilman Heltzer . seconded by Councilman Graves , to consent and approve the following appointments : William Duschik ; probationary Engineering Aide I , Engineering Department , Range PW 7 , Step A , effective March 27 , 1967 . LeRoy Freiborg , probationary firefighter , Fire Department , Range PS 2 , Step A , effective March 27 , 1967 . ( g ) REPORT ON RECOMMENDATION OF BUILDING CONSTRUCTION CODES ADVISORY COMMISSION THAT IN THE USE OF A BOND AND INSURANCE CERTIFICATE A UNIFORM FEE BE ESTABLISHED FOR ALL BUILDING TRADES CONTROLLED BY THE CITY . It was moved by Councilman Koch , seconded by Councilman Graves , that an ordinance be prepared incorporating the recommendations of the Building Cnnstruction Codes Advisory Commission as outlined in the memo of the � up1rvisor of Zoning and Inspection dated March 15 , 1967 .
