MINUTES OF CITY COUNCIL MEETING
ST . LOUIS PARK , MINNESOTA
February 20 , 1967
1 . CALL TO ORDER
A regular meeting of the City Council was called to order by Mayor
Leonard Thiel at 8 : 04 p. m.
2 . INVOCATION
Invocation was given by Chaplain Donald Woodward of Methodist Hospital .
3. ROLL CALL
The following Councilmen were present at roll call :
Richard Graves
James Heltzer
Frank Howard
Richard Koch
Curtis Pearson
Robert Reynolds
Leonard Thiel
Also present were the City Manager , City Attorney, Planning Director ,.
Director of Public Works , and Secretary.
4 . MINUTES
On motion of Councilman Koch , seconded by Councilman Reynolds , the
minutes of the regular meeting held February 6 , 1967 were approved
by a seven yea vote as amended at the request of Councilman Koch to
read on page 34 , under item 9a , second paragraph: "Some of the present
members have served as long as twelve years and one has missed a
large percentage of the meetings . "
5. PUBLIC HEARINGS

There being no one present interested in the project. Mayor
Thiel declared the hearing closed. Councilman Koch requested
'staff to prepare a written report for a policy to be used in anter *
ial sidewalks of this kind.

5. (d) There being no one present interested in the project, Mayor
Thiel declared the hearing closed . The Assessor stated that
all of the property owners had not been notified of the hearing .
The notice will be republished and all owners notified .
(e ) IMPROVEMENT NO, 64 - 09 , PROPOSED CONCRETE PAVING
ON LOUISIANA AVENUE FROM MINNETONKA BOULEVARD
THROUGH INTERSECTION OF CEDAR LAKE ROAD , AS
DESCRIBED IN NOTICE OF HEARING PUBLISHED FEBRUARY
2 AND 9 , 1967 .

The Director of Public Works described the project and explained
the need . Mrs . Delores Zitur , 2905 Louisiana Avenue , was
present in opposition to the project. Arthur Amundson, 2917
Louisiana Avenue , asked if the utility poles could be put under -
ground . E . E . Erickson , 2817 Louisiana Avenue ,was interested
in control of traffic after the street was paved. Arthur Holman,
2829 Louisiana Avenue , stated Louisiana Avenue from Cedar Lake
Road to Highway 12 was in need of paving . That will be done of ter
storm sewer has been completed in the area . Mayor Thiel
declared the hearing closed .
RESOLUTION NO, 3223
It was moved by Councilman Koch , seconded by Councilman
Howard , to waive reading and adopt Resolution No . 3223 entitled
" Resolution Ordering Improvement and Ordering Preparation of
Plans Improvement No . 64 - 09 . " Motion passed by a seven yea vote .
(f) IMPROVEMENT NO. 66 - 59 , PROPOSED SIDEWALK ON WEST
SIDE OF ZINRAN AVENUE BETWEEN WEST 33RD STREET
AND WEST 34TH STREET , AS DESCRIBED IN NOTICE OF

It was moved by Councilman Howard , seconded by Councilman
Heltzer , to deny the request . Before a vote was taken Alfred
Miller , the applicant , withdrew the request . A motion was made
by Councilman Pearson , seconded by Councilman Reynolds , to
accept the withdrawal . Motion passed by a seven yea vote .

Upon hearing no objection Mayor Thiel ordered the minutes
received for filing .
(c ) REPORT OF CITY MANAGER ( M . & Co NO. 67 - 5 ) CONCERN -
ING FIREMEN' S PENSION ( REQUESTED FEBRUARY 69 1967 ).
Dona.Ld Glassing was ptesent on behalf of the firemen. It was
moved by Councilman Reynolds , seconded by Councilman Ho%m rd,
to adopt the recommendations of the City Manager as set forth in
Mayor and Council Letter No . 67 - 5 changing No . 4 to read ' bne -
half mill " in place of one mill , and including No . 7 which reads :
" For each additional year of service over twenty years an addi -
tional 1 % would be granted in retirement benefits . " Motion
passed by a seven yea vote .
(d ) MINUTES OF PARKS AND RECREATION ADVISORY COM -
MISSION MEETING HELD FEBRUARY 8 , 1967 .
Upon hearing no objection Mayor Thiel ordered the minutes
received for filing . A ? oint meeting of the Council and Parks
and Recreation Advisory Commission is scheduled at 8 : 00 p . m . ,
March 2 , 1967 .

It was moved by Councilman Pearson , seconded by Councilman
Heltzer , to request a staff report regarding the recommendation
of the Building Construction Codes Advisory Commission that in
the use of Bond and Insurance Certificates uniform fees be estab -
lished for all building trades controlled by the City by March 20 ,
1967 . " Motion passed by a seven yea vote .
Upon hearing no objection Mayor Thiel ordered the minutes
received for filing .
(g ) REPORT OF CITY MANAGER ( M . & Co NO. 67 - 6 CONCERN -
ING PROPOSED JOINT HEALTH LABORATORY .
A motion was made by Councilman Howard , seconded by
Councilman Koch, to defer the proposal to March 6 , 1967 ,
Motion passed by a seven yea vote .
9 . UNFINISHED BUSINESS
(a ) RESOLUTION AUTHORIZING PLACEMENT OF TRAFFIC
CONTROL SIGNS REGULATING PARKING ON MUNICIPAL
PARKING LOTS ( DEFERRED FROM FEBRUARY 6 , 1967 ) .

It was moved by Councilman Pearson, seconded by Councilman
Koch , to waive reading and adopt Resolution No . 3226 entitled
" Resolution Authorizing Placement of Traffic Control Signs
Regulating Parking . " Motion passed by a seven yea vote ,
(b ) IMPROVEMENT NO. 65 - 010 PROPOSED PAVING AND CURB

(c ) 39TH STREET IMPROVEMENTS ( REQUESTED FEBRUARY 6 ,
1967 ) .
The City Manager stated it is expected to complete the under -
ground installations by June 1 , 1967 and to award the grading
contract this summer with completion by fall of this year . A
motion was made by Councilman Pearson , seconded by Council -
man Koch , that the City Manager send a letter to Ernest
Jacobsen and A. L. Cherne explaining the status of the projects
and anticipated time table . " Motion passed by a seven yea vote .
(d ) APPOINTMENTS TO THE FIRE CIVIL SERVICE COMMISSION
( DEFERRED FROM FEBRUARY 6 , 1967 ) .
Councilmau Koch submitted the name of Sam Dikel and gave a
brief resume of his background . Councilman Howard submitted
the name of Kenneth Born , giving a resume of his background.
It was moved by Councilman Pearson , seconded by Guncilman
Howard , to reappoint Frank Esterly to the Fire Civil Sery zAg
Commission for the term ending September 20 , 1969 . Motion
passed by a vote of six yeas and one nay , Councilman Koch
voting nay.
A motion was made by Councilman Howard , seconded by
Councilman Pearson , to appoint Kenneth Born to the Fire
Civil Service Commission for the term ending September 20 ,
1968 . Discussion followed . Before a vote was taken Council -
man Reynolds made a motion to reconsider the reappointment
of Frank Esterly, which was seconded by Councilman Heltzer .
A vote on the motion to appoint Kenneth Born passed by a roll
call vote of four yeas and three nays , Councilmen Graves ,
Heltzer and Koch voting nay .
Motion to reconsider the reappointment of Frank Esterly
passed by a roll call vote of four yeas and three nays , Council .
men Howard , Pearson and Thiel voting nay . Discussion followed .
A vote on the original motion to reappoint Frank Esterly passed
by a roll call vote of six yeas and one nay, Councilman Koch
voting nay .
Councilman Thiel announced a policy will be established of
listing for review all commission members whose terms expire
the end of the year . He again asked Council members to submit
the names of those willing to serve on boards and commissions .

present .
(d ) AGREEMENT WITH CARL GRAFFUNDER AND ASSOCIATES
FOR ARCHITECTURAL SERVICES COMMUNITY CENTER
BUILDING .
A motion was made by Councilman Pearson , seconded by
Councilman Koch , to approve the agreement and authorize
the Mayor and City Manager to execute on behalf of the City.
Motion passed by a seven yea vote .
