LOUIS PA.'�i{, MINNESOTA September 19, 1966 The meeting was call�d to order by Ivlayor K�nneth Wolfe at 5:07 p. m. to discuss the budget. The following Councilmen w�re present: James I-ieltzer Frank Howard Richard Koch Curtis Pearson Robert Reynolds Leonard Thiel Kenneth �V olf e A1so present were the City Manager, Director of Finance, Assistant to the City Manager, Accountant, and Secretary. It was moved by Councilman Heltzer, seconded by Councilman Koch that the Council investigate the necessary procedure to place the office of Civil Defense under the direct administration of the City Nanager. Motion passed by a seven yea vote. Mrs. Roy Griak and Mr. Robert Lang, members of the Parks and Recreation Ad.visory Commission were present to speak regarding the need for Capital Outlay for the park program and recommendation of the Commission that a special mill levy be approved by the Council for such purpose. It was moved by Councilman Pearson, seconded by Councilman Howard, to increase Capital Outlay, Other Improvements, under Municipal Parks, from $5, 000 to $35, 000, that staff provide the necessary administration, and with the provision that this money � not be allocated to any special improvement and be subject to Council review. Motion passed by a seven yea vote. A motion was made by Councilman Pearson, seconded by Councilman Thiel, that the Parks and Recreation Advisory Commission evolve a plan for develop- ment of park sites throughout the City of St. Louis Park which encompasses stages of development, basic necessities for now,and what may be the ultimate needed in the various areas. Motion passed by a seven yea vote. It was suggested and approved by the Council that a subcommittee o� three or four members from the 11/iayor's Committ�v on the Cornmunity�Center work with the architect chosen for the Community Center. Councilman Howard will represent the Council on this cornmittee.
