The meeting was called to order by Mayor Kenneth Wolfe at 9:45 a, m, to
review the annual budget for 1967.
The following Councilmen were present:
James �Ieltzer
Frank Howard
Richard Koch
Curtis Pearson
Leonard Thiel
Kenneth VTolfe
A1so present were the City Manager, Director of Finance, Assistant tio the
City Mar�ager, and Secretary.
RESOLUTIOI�T AUTHORIZING TAKING OF LAND BY EMINENT DOMAIN
FOR STREET PURPOSES (EXCELSIOR BOULEVARD).
RESOLUTION NO. 3126
It was moved by Councilman Pearson, seconded by Councilman Hcltzer, to
waive reading and adopt i�esolution No. 3126 entitled "Resolution A�thorizing
Taki.ng of Land by Eminent Domain for Street Purposes. " Motion passed by
a six yea vote. Councilman Reynolds was not present.
The Council discussed the organizational chart for the Police Department.
Councilman Reynolds arrived at 10: 25 a, m. It was moved by Councilman
Pearson, seconded by Councilman Howard, that there be thirty patYolmen
c�as sifications and the Lieutenant be reinstated in the budget as originally
proposed. Motion �assed by a seven yea vote.
It was moved by Councilman Thiel, seconded by Councilman Reynolds, that
a resolution concerning narcotics training at the local level be prepared for
the next Council meeting. Motion passed by a seven yea vote.
A motion was made by Councilman Heltzer, seconded by Councilman Koch,
to 'set �side $10, 703 in one fund for Travel, Conferences �and Schools for the
City Manager to a.Ylocate to a11 departments as he sees fit. Motion passed
by a s ix ye a vote . _ �,�
It w�.s moved by Councilman Pearson, seconded by Councilman Koch, to
delete two compact cars under expenditures for Protective Inspection, Capital
Outlay, and the total be reduced to $3600, Mileage for Personal Cars under

Contractual Services be allocated in the amount of $1200, and Motor Fuels
and Lubricants, Commodities be reduced to $350. Motion passed by a
seven yea vote.
A motion was made by Councilman Thiel, second�d by Councilman Pearson,
to delete a new loader with plow ($5, 02?) from the budget and put in next
year's budget. Before a vote was taken it was moved by Councilman Howard,
seconded by Councilman Heltzer, to postpone action on the loader until next
budget meeting. Motion passed by a seven yea vote.
h/Ir. Harold Enestv�dt, Superintendent of Schools, Carter DeLaittre, Jerald
Kline, and Earl Tepley, members of the School Board, and vlilliam Rafferty,
3944 Inglewood Avenue, were present to discuss proposed sites for a new
school.
It was moved by Councilman Pearson, seconded by Councilman Koch, that
the City Council go on record as being willing to cooperate with the School
Board and citizens of St. Louis Park and dedicate park land for school pur-
poses assuming that the overall park program will be protected, and re-
questing that the School Board present to the Council a formal resolution
passed by the Board encompassingtheir requeats of the City and covering
their intention relating to the development and the time when the development
will take place, and also advising the City Council of the proposed solution to
the problems raised by the people in the area selected. Motion passed by a
seven yea vote.
A motion was rnade by Councilman Koch, seconded by Councilman Howard,
that Council me et at 4: 00 p. m, , Tue s day, Septembe r 13, I 9 66. Motion
passed by a seven yea vote.
On motion of Councilman Thiel, seconded by Councilman Reynolds, the
meeting was adjourned at 1:38 p. m. by a seven yea vote.
