The following Councilmen were pres ent: Jame s Heltze r Frank Howard Richard Koch Curtis Pearson Robert Reynolds Leonard Thiel Kenneth Wolfe .Also present wzre the Gity Manager, Director of Finance, and Secretary. A motion was made by Councilman Pearson, seconded by Councilman Koch, that staff send a directive to a11 departments to review Item 43, Subscriptions and memberehips, for possible reduction in proposed costs. Motion passed by a s even ye a vote . It was moved by Councilman Pearson, seconded by Councilman Reynolds, that the Mayor and Council budget be approved with the reservation that Item 2I be reviewed after the entire budget has been considered. Motion passed by a seven yea votee It was moved by Councilman Pearson, seconded b�y Councilman Heltzer, that under the City Mana�er's budget, Personal Services, Assistant to City Manager, the total be red�.lced from $13, ?78 to $13, 000. Iviotion passed by a seven yea vote . A motion was made by Councilman Pearson, seconded by Councilman Thiel, that the City �Manager submit a memorandum to Council no later tha.n December 19� 1966 concerning the handling of inepections for specia� permits in I96? and to using bonde and preparation of physical improvements relating to special permite. Motion paesed by a seven yea vote, A motion was made by Councilman Howard, seeonded by Councilman Heltzer, that under Item 29, Other Contractual Services, Accounting and Internal Audit- ing budget, the total be reduced from $8950 to $8200, Motioa pas eed by a six yea vote to one nay, Councilman Thiel voting nay. Councilmen Thiel and Howard left the meeting for a ahort period. 174 Gouncil Minutes - Septemb�r 1, 196b A motion was made by Councilman Pearson, seconded by Councilman Koch, that the Planning budget be deferred uniil th� rest of the budget has been dis- cus sed. Motion pas sed by a five yea vote. Councilmen Thiel and Howard were not present. Councilmen Thiel and Howard returned. It was moved by Councilman Koch, seconded by Councilman �Teltzer, that under Police Protection, Personal Services, the position of Police Lieutenant be eleminated,changing the title to Captain,under an administrative classification to be determined later, and one police patrolman be added. Motion passed by a six yea vote, Councilman Howard voting nay. It was moved by Councilman Reynolds, seconded by Councilman Koch, to reduce Item 2? under Police Protection, Contractual Servicea, Subsiatence, care and support of persons, to $?500. Motion passed by a seven yea vote. A motion was rnade by Councilman Thiel, seconded by Councilman Heltzer, to reduce Item 23A, Travel, conferences, schools, Police Protection, to $1600. Motion pas s ed by a s even yea vote. It was moved by Councilman Pearson, seconded by Councilman Koch, to reduce Item 49, iVliscellaneous, under Police Protection, to $Z00. Notion passed by a six yEa vote, Councilman Heltzer voting nay. On motion of Councilman I-�oward, seconded by Councilman Reynolds, the meeting was adjourned at 8:55 p. m. by a seven yea vote.
