A regular meeting of the City Council was called to order b Ma or

2. INVOCATION
Invocation was given by Rev. Walter Johnson of the Westwood Lutheran
Church.
3. ROLL CALL
The following Councilmen were present at roll call:
James Heltzer
Frank Howard
Richard Koch
Curtis Pearson

Also preser�t were the � City Manage�r, City Attorney, Director of Public

Councilman Reynolds arrived at 8:15 p. m.
4. MINU3'ES .
On motion of Councilman Howard, seconded by Councilman Koch, the
minutes of the regular meeting held August 15, 1966 were approved by
a six yea vote. Councilman Reynolds was not present.

5. (a) SamHuston and Harry Mayeron, consulting engineers of �rr-
Schelen-Mayeron & Associates, Inc� , were present to answer
questions and explain the project. The City Manager exp1ained
the apportionment of costs. Council.man Pearson gave a history
of storm sewers in the City. Councilman Reynolds arrived a� $: �5 p. m.
M. Rothstein, 1821 Pennsylvania Avenue, W. Benedict, 6013 Cedar
Lake Road, D. Skoro, Z008 Utah AvEnue, Clifford Boole, ?711 West
13th Lane, Pa�ul Frank, ?648 West 14th Street, Mr. and Mrs. Leo
Kleinbaum, 1825 Pennsylvania Avenue were concerned with the pond-
ing area to be used, its depth, size, cleanliness, and dangers to
Paul Penniman, ?654 i�Test 14th Street,presented a

Lake Road, Kenneth Fletcher, 6101 Cedar Lake Road, R. Griffin,

asked questions concerning paving replacment, noise from the pump-
ing station,and building of industrial centers in marginal areas.
Mrs. John Harris, ?224 West 14th Street, A. M. Swartz, 2249
Pennsylvania Avenue, Alex Astren, 221� Pennsylvania Avenue,
Fred Rose, Z240 Pennsylvania Avenue, were in favor of ihe project.
Mayor Wolfe declared the hearing closed.
RES OLU TI ON NO. 3116
It was move� by Councilman Thiel, scconded by Councilman Koch,
to waive reading and adopt �esolution No. 3116 entitled "l�.esolution
Ordering Improvement and. Orderin� Preparation of Plans Improve-
ment� No. 66-2. " Motion passed by a seven yea vote.

Thiel, Lo waive reading and adopt Resolution No. 311? entitled
"Resolution Receiving Plans and Specifications, Approving Same,
and Authorizing Contract to Ynclude Irnprovement No. 65-?5 in
Existing Contract No. ?40 for Improvement Nos. 64-29, 65-54,
66-13, 66-15, 64-08, 66-35, 64-43, and 60-12, �� MoLion passed

It was moved by Councilman iZeynolds, seconded by Councilman
Koch, to approve Change Order No. 1 to Contract No. ?40 with J.
V. Gleason Company, Inc. , and to authorize the City l�anager to
execute. � Motion passed by a seven yea vote.
9. ADJ OUR NMENT
On motion of Councilman Howard, seconded by Councilman �zynolds,
the meeting was adjourned at 10:35 p. m, by a seven �yea vote.
