1. CALL TO aRDER
.A regular meeting of the City Council was called to order by Mayor
Kenneth V1�olfe at 8:02 p. m.
2. INV OCATION
Invocation was given by Robert Spalding of the Union Gongregatioaal
Church.
3. ROLL CALL
The following Councilmen were present at roll call:
James Heltzer
Frank Howard
Richard Koch
Robert Reynolds
Leonard Thiel
Kenneth Wolfe
Also present were the City Manager, City Attorney, Director of Public
Vlrorks, Assessor, and Secretary,
4. MINUTES
On motion of Councilman Reynolds, seconded by Councilman Koch, the
minutes of the regular meeting held May 16, 1966 were approved by a
six yea vote.

Charles Lieffring, 4718 Ottawa Court was present concerning the
cost of the project. Mayor V1o1fe declared the hearing closed.
RESOLUTION NO. 3053
It was moved by Councilman Heltzer, seconded by Gouncilman
Howard, to waive reading and adopt Resolution No. 3053 entitled
"Resolution Ordering Improvement and Ordering Preparation of
Plans Improvement No. 66-35. " Motion passed by a six yea vote.

A motion was made by Councilman Heltzer, seconded by Councilman
Koch, to waive reading and adopt Resolution No. 3054 entitled
"Resolution Ordering Improvement and Ordering :'reparation of
Plans Improvement No. 65-75. " Motion passed by a six yea vote.
(d) IMPROVEMENT NO. 64-43, PAVING AND CONCRETE CURB
AND GUTTER ON WEST 26TH STREET BETWEEN DAKOTA
AVENUE AND HAMPSHIRE AVENUE, AS DESCRIBED IN NOTICE
OF HEARING PUBLISHED APRIL 21 AND APRIL 28, 1966.
Clarence Steltzner, 3260 Yosemite, owner of property at West
26th Street and Dakota Avenue was concerned with assessments
for this project. Mayor �Jolfe declared the hearing closed.
RESOLUTION NO. 3055
It was moved by Councilman Heltzer, seconded by Councilman Koch,
to waive re ading and adopt Re s olution No. 3 05 5 entitled "Re s olution
Qrdering Improvement and Ordering Preparation of Plans Improve-
ment No. 64-43. " Motion passed by a six yea vote.

Mr. James Lushine, 4166 Monterey Avenue, was present on behalf
of the Morningside Village Council and residents of the area of West
41st Street and Natchez Avenue. Mr. Lushine explained that the
residents of the area were concerned with the use of Lot 19 proposed
by the St. Louis Park School Board. Mayor Wolfe suggested contact-
ing the Sehool Board and others concerned with proposed plans for
further informatione It was rmved by Councilman Thiel, seconded
by Councilman Howard, to table action on this matter. Motion passed
by a six yea vote.

Koch, to waive reading and adopt Resolution No. 3056 entitled
"Resolution Approving Plans and Specifications and Authorizing
Advertisement for Bids, Improvement Nos. 64-29, 65-54, 66-13,
66-15, 64-08, 66-35, 64-43, 65-?5, 60-12. " Motion passed by a
six yea vote. Bids will be awarded June 20, 1966.

A motion was made by Councilman Reynolds, seconded by Council-
man Koch, to authorize the Mayor and City Manager to execute and
deliver deed in accordance with the agreement. Motion passed by
a six yea vote.

3. Deed for street easement and temporary construction easement

Koch, to waive reading and adopt Resolution No. 3058 entitled

(c ) PRELIMINAR Y REPOR T OF THE DIREC T OR OF PUB LIC W ORKS
WITH RESPECT TO IMP�OVEMENT NO. 65-45, STORM SEWER
FOR HANNAN L�A.KE, COBBLECREST LAKE, AND VICTORIA
LAKE DRAINAGE SYSTEM (DEFERRED FROM MAY 16, 1966j.
The City Manager gave a report including the proposed four stages
for storm sewer including Cobblecrest Lake, ZTictoria Lake,
Westling outlet, and Hannan Lake outlet. A motion was made by
Councilman Thiel, seconded by Councilman Heltzer, that staff
prepare a preliminary report for Cobblecrest outlet storm sewer.
Motion passed by a six yea vote.
Councilman Thiel requested staff ta prepare a written report con-
cerning the four areas including approximate aesessment for each.
10. NEW BUSINESS
taj PERMANENT STREET ON RHODE ISLAND.
It was moved by Councilman Heltzer, seconded by Councilman
Koch, that staff prepare a feasibility report for permanent street
on Rhode Island Avenue extended north from W est 28th Street.

It was moved by Councilman Reynolds, seconded by Councilman
Howard, that no Council meeting be held May 31, 19b6. Motion
pas sed by a six yea vote.
(c) AREA BETWEEN JERSEY AVEN'UE, IDAHO AVENUE, WEST 16TH
STREET AND 18T� STREET.
A. C. Eurist, 14?2 Idaho A,venue,was present requesting that the
above des�ribed area be improved or beautified. Staff will look
into the ma tte r.

It was moved by Councilman Reynolds, seconded by Councilman
Howard, to file claim with the City Clerk for proper action by the
City Manager and City Attorney, Motion passed by a six yea vote.
12. CLAIMS, APPROPRIATIONS AND CONTRACT PAYMENTS
(a) VERIFIED CLAIMS�
On motion of Councilman Thiel, seconded by Councilman Howard,
the lists of verified claims prepared by the Director of Finance
and presented to the Council dated May 23, 1966 in the total amounts
of $2, 090. ?2 for payroll, and $125, 191. 97 for vendors were
approved, and the City IVlanager, City Clerk, and City Treasurer
were authorized to issue checks covering same by a six yea vote.
(bj CONTRACT PAYMENTS.
1. Partial Payment No. 1 for concrete alley paving, Improvement
Nos. b4-31, 64-53, 64-58, 65-11, 65-41, 65-60, 65-63, 65-70,
