LOUIS PARK, MINNES OTA May 2, 19 66 I, CALL TO ORDER A regular meeting of the City Council was called to order by Mayor . Kenneth Wolfe at 8:05 p. m. 2. INVOCATION Invocation was given by Rabbi Moses Sachs of the B'nai Abraham Synagogue. 3. ROLL CALL The fo�lowing Councilmen were present at roll call: • Jame s Heltze r Frank Howard Richard Koch Robert Reynolde Leonard Thiel Kenneth Wolfe Councilman Pearson arrived at 8:35 p. m. A1so present were the City Ma.nager, City Attorney, Planning Director, Director of Public W�orks, Asaessor, and Secretary. 4. MINUTES On motion of Councilman Heltzer, seconded by Councilman Howard, the minutes of the regular meeting held April 18, 196b and adjourned meeting held April 25, 1966 were approved by a six yea vote. 5. Councilman Pearson arrived at 8:35 p. m. Mayor Wolfe declared the hearing closed. It was moved by Councilman Koch, seconded by Councilman Heltzer, to defer the matter to May 16, 1966. The Planning Director pointed out the recommendations of Planning Commission on a map. William Cooper, 6817 V4�ayzata Boulevard, R. J. Tweedy, 400 Rand Tower, and E. Christensen, 1333 Idaho Avenue, requested a clarification of the zoning of their property. William Jewett, ?610 13th Lane, Michael Meyer, ?719 13th La.ne, Luella Peterson, ?514 13th Land, and Mrs. Richard Spanjers, ?710 13th Lane, were present in favor of the rezoning, Jerry Johnson, ??O1 13th Lane, presented a petition signed by residents in the area in opposition to the rezoning. Mayor Wolfe declared the hearing closed. It was moved by Councilman Pearson, seconded by Councilman Howard, to waive first reading of proposed ordinance with recom- mendations of Planning Commission dated May 2, 1966, except that Lots 1 through 7 remain in R-2 I?istrict and Lots 8 and 9, Block 1, Penn-�ayta Addition be rezoned from R-2 District to R-B District, a.nd to set date for second reading May 16, 1966. Motion pas sed by a vote of five yeas and two nays. Councilmen Koch and Thiel voted nay. Councilmen Koch and Thiel requested that the following statement be entered into the minutes: "I am in favor of all the rezoning except the change of Lots 8 and 9, Block 1, Penn-Zayta Addition to R-B, as opposed to the over-all recom- mendation of Planning Commission to rezone Lots 1 through 9� Block 1, Penn- Zayta Addition to R-4 District. I do not believe thvse two lots should have been singled out for R-B but should have been left in their present zoning or zoned as recommended by Planning Commis sion. Leland Gottstein, 41Z3 Sunset Boulevard, representing the Fern Hill Improvement Association, spoke against the rezoning and pre- sented a petition in opposition to the rezoning. A. H. Lieberman, 4210 Sunset Boulevard, and Stanley Korengold, 3901 W. 24th Street, also opposed the rezoning. Mayor V`lolfe declared the hearing closed. A motion was made by Councilman Heltzer, seconded , by Counc man Howard, to waive first reading of proposed ord- inance to rezone and to set date for second reading May 16, 1966.
