minutes of the regular meeting held March 21, 1966, were approved by a
six yea vote. (Councilman Ft eynolds was not present).

It was moved by Councilman Pearson, seconded by Councilman
Howard to waive reading and adopt R esolution No. 3033 entitled
"Resolution Grdering Improvement and Grdering Preparation of

a five yea vote, Councilmen Heltzer and Pearson voting nay.

It was moved by Councilman R eynolds, seconded by Counci.lman
Heltzer, to refer to the Finance and Audits Committee for study and
to direct publication of a summary as required by Section 6. 14 of the
Charter. Motion passed by a seven yea vote.

for a no parking restriction on the east side of Maryland Avenue
between IVlinnetonka Boulevard and 29th Street.
It was moved by Councilman Pearson, seconded by Councilman
Thiel to defer the matter to April 18, 1966 for a report from staf#.

It was moved by Councilman Pears on, seconded by Councilman Koch,
to defer to April 18, 1966 for clarification of the proposals, Councilman
Thiel moved to amend the rnotion by requesting letters of clarification
from the firms submitting the proposals. There being no objection to
"�1 the amended motion by Councilman Koch, the motion passed by a seven

10, NEW BUSINESS
(a) PR OPOSED AGR EEMENT FOR DIVISION OF COST FOR STORN SEWER
AND OTHER RELATED INIPROVENlENTS WITH HENNEPIN COUNTY AND
STATE GF NINNESOTA (COUNTY STATE AID �IIGHWAY NG. 5)
It was moved by Councilman Thiel, seconded by Councilman Heltzer,
to approve and to authorize the Niayor and City IVlanager to execute
on behaif of the City. Motion passed by a seven yea vote.
(b) - LAWSUIT - MURPHY VS. CZTY CF ST. LOUIS PARK AND �ELVIN
MAR KUSON.
Collision with squad car, $4, 000. Counterclaim by City, $1, 050 and
other amount by policeman. SettJ.ed by payment of $500 to each. Police-
man to repay workman's compensation carrier $120 and his attorney;
City to pay attorney, Maurice Graham, fee of 1/3 and costs.
It was moved by Councilman Pear�on, seconded by Coun�ilman Heltzer,
to authorize the City Attorney to execute release and dismissal and other
necessary instruments in connection with settlement. Motion passed by

to have staff prepare a report regarding CRP for the next meeting of

REGARDING CODE ENFORCEN1ENT ACT
Councilman Heltzer moved to have staff r�port as to what is necessary
to quaiify for assistance under the act. Councilman Thiel $econded
and the motion pasaed by a seven yea vote.
ZONING IN AREA SURRGUNDED BY WOODDALE AVENUE, HIGHWAY
?, AND LAKE STR EET.
Vr. William Souder, 4Z00 Cedar Lake Road, owner of Sterilized
Diaper Service, was present to request a reconsideraiion of a
rezoning previously brought before council.
It ��vas moved by Councilman Howard, seconded by Councilman Thiel,
to have staff study zoning in the area surrounded by Wooddale Avenue,
Highway ? and Lake Street. 1Viotxon passed by a seven yea vote.

VERIFIED CLAIMS.
�n motion of Councilrn.an Thiel, seconded by Councilman Reynolds,
the lists of verified claims prepared by the Director of Finance and
presented to the Council dated April 4, 1966 in the tota.l amount of
$397, 889. 42 for vendors were approved, and the City Manager, City
Clerk and City Treasurer were authorized to issue checks covering
same by a seven yea vote.
CONTRACT PAYMENTS
1. Partia2 Payment No. 1 for storm sewer, Improvement No. 65-0?,
Contractor, Beatson and Kelly, Inc. Amount, $27,128. 07.
Gn motion of Councilman Reynolds, seconded by Councilman Thiel, the
above payment on contract work presented by the City Engineer was ap•
proved, and the City Manager, City Clerk and City Treasurer were
authorized to issue a check for the above amount. 1Vlotion passed by a
seven yea vote.
