It was moved by Councilma.n Heltzer, seconded by Councilman R eynolds, to direct staff to investigate whether there is land for sale and the cost per acre in Neighborhood 14. It was moved by Councilman Pearson, seconded by Councilman Thiel, that the report be tabled. The motion failed 3- 2, Councilman R eynolds abstaining. Councilman Reynolds moved to refer the matter to a joint meeting of the Council and Planning Commission. This motion failed for lack of a second. Councilman Heltzer moved to direct the staff to make application for a recertification of our workable program. IVlotion was seconded by Councilman Koch and passed by a 5- 1 vote, Councilman Pearson voting nay.
