On motion of Councilman Thiel, seconded by Councilinan Howard, the minutes of the regular meeting held February 14, 1966 and rr�inutee of the rx�eeting held February 19, 1966 adjourned from February 14, 1g6b were approved by a seven yea vote. The City Manager requested a postponement until staff has more information. It was suggested that the project be readvertieed at a later date. (d) REPORT OF EMPLOYEE DEivIOTION, It was moved by Councilman Howard, seconded by Councilman Thiel, to concur with the demotion of Gilbert Senst from Engin- eering Aide II, PW 11, Step A, to Engineering Aide I, PW 7, Step B, effective February Z8, 1g66. It was moved by Councilman Reynolds, seconded by Councilman Koch, to concur with the following appointments: Janice Urbanski, Print Shop, Probationary Clerk II, Range GC ?, Step A, effective February 28, 1966. Eugene Gustafson and Roger Paulson, Parks and RecreaLion Department, Probationary Park Maintenanceman I. Range PW 8, Step B, effective January 3, 1966. It was moved by Councilman Reynolds, seconded by Councilman Thiel, to waive first reading of proposed ordinance and to set date for second reading March 7, 1966. Motion passed by a seven yea vote. (g) REPORT OF UILAPIDATED BUILDINGS (REQUESTED FEBRUARY 14, 1966). The City Manager reported all information necessary to send notices has been received for 2615 Idaho Avenue, 2808 Maryl.and Avenue, and 4218 Wooddale. A permit has been issued for 2824 Oregon Avenue for a new house and the old one will be demolished, A permit has been issued for ?610 Edgebrook Drive to demolish the houee. Councilman Reynolds requested that Council be noiified when the notices are mailed. (h) FINANCIAL REPORT OF THE CITY FOR JANUAR Y 1966 BY THE CITY MANAGER. Upon hearing no objection Mayor Wolfe ordered the report received for filing, 9. UNFINISHED BUSINESS (a) PROGRESS REPORT RELATING TO BASSETT CREEK WATER- SHED DISTRICT (REQUESTED JANUARY 31, 1g66- M. & C. NO. 66-9). The City Manager summarized the proposed storm sewer projects for Brownie Lake, South Fork Bas sett Creek, Northeast District No. 2, and Central Area I}istricts Nos. 10, 11, and 25. Council- man Pearson read a letter from the State of Minnesota Division of Waters concerning a report of the U. S. Corpe of Engineers regarding Bassett C�eek. It was suggested that a letter be written to them by the City Manage r s tating the City' s view s on � thi 8 pr o ject � the Ietter to be submitted at the next Council meeting. Mayor Wolfe ordered the City Manager's report filed. (b) RECOMMENDA.TION THAT N4 BUILDING PERMITS FOR AREA OF OREGON AVENUE FROM WEST LAKE STREET TO HIGHWAY NO. ? BE ISSUED UNTIL STAFF COMPLETES ITS STUDY ON TRAFFIC COUNTS AND A STATE REPORT FOR THE LAKE STREET BYPASS IS RECEIVED (DEFERRED FROM OCT08ER 18, 19b5). Council Minutes - February 21, 1966 9. (c) PROPOSED COMMUNITY CENTER PROJECT (DEFERRED FROM FEBRUARY 14, 1966�. Following general discussion of the Council concerning a proposed project for a community center and indoor-outdoor swimming pool, it was moved by Councilman Heltzer, seconded by Councilman Koch, that the City Council go on record as favoring the construction of a municipal community center, and that Council direct staff to use the Mayor� s committee report and their own report to prepare a pre- liminary report for community center facilities and proposal for method of financing including aid from all sources, and that Council r�eet with the Schoo� Board to explore the possibilities of a joint venture. Motion passed by a seven yea vote. i0, NEW BUSINESS (a) REAPPOINTMENT BY THE MAYOR OF DAVID N. BARKER TO THE BOARD OF ZONING APPEALS FOR THE TERM ENDING DECEMBER 31, 1970. It was moved by Councilrrian Pearson, aeconded by Councilman Thiel, to approve the reappointment of David N. Barker to the Board of Zoning Appeals for the term ending December 31, 19?0. Motion passed by a seven yea vote. �b ) Z ONING ON E.AS T SIDE OF LOUISLANA AVE NUE FR OM 27 TH STREET TO RAILROAD TRACKS. Mayor Wolfe stated he had requested this item placed on the agenda due to traffic hazards caused by cars backing into Louieiana .4venue and due to many requests for use changes in the area. It was moved hy Councilman Thiel, seconded by Councilman Koch, that any pro- posed improvements be referred to staff for recommendation,and a reviewal for rezoning be referred to Planning Commission. On motion of Councilman Heltzer, seconded by Councilman Howard, the listB of verified claims prepared by the Director of Finance and presented to the Council dated February Z1, 1966 in the total amounts of $3, 307. 30 for payroll, and $93, 204. 1? for vendors were approved, and the City Manager, City Clerk, and City Treasurer were author- ized to issue checks covering same by a seven yea vote. (b) CONTRACT PAYMENTS. 1. Partial. Payment No. 4 for me�hanical work at Fire Station No. 1. Contractor, Johnson Brothers Plumbing & Heating Company. Amount, $3, 879. 00. 2. Partial Payment No. 4 for electrical work at Fire Station No. 1. Contractor, Globe Electric Company. A.t�ount, $3, 512. ?3. 3. Partial Payment No. 5 for general construction of Fire Station No. 1. Contractor, Berglund-Johnson, Inc.
