(a� John'�vicDonald was present representing Local 2G4 and reviewed the union requests. He also represented Local 5? and reviewed their requests. Terrell McNellis reviewed the requests of Firefighters Local 993 and Robert McPherson represented Local 49. He asked that the position of Pump Station Mechanic be reclassified from P� 11 to P� 12. Longevity and severance pay were discussed and the City Manager was asked to report on both and also report on health and accident insurance and position of Pump Station Mechanic. Donald Gallaway described the nature of the position of Pump Station Mechanic, the hazards and work involved. �ichard IVletro explained the nature of the overtime• work performed by the Police Department and requested that they be compensated time and one- half for overtime work. A motion was made by Councilman �ieltzer, seconded by Council- Ynan Koch, that Section 1:314 of the proposed ordinance be amended by deleting from the first line the worde "other than firemen and policemen" and deleting the last sentence of the paragraph which reads "Firemen and policement shall be compensated for author- ized overtime work at the regular rate of pay. " Motion passed by a five yea vote. �ESOLUTION 1�0. 3174 It was moved by Councilman I-iorward, seconded by CounCilman �eynolds, to waive reading and adopt Resolution No. 3I74 entit2ed "Resolution Provi�.ing for City Participation in Premium Payments for �-iospitalization and �v[edical Insurance for Employees. " Motion passed by a five yea vote. A motion was marle by Councilman Howard, seconded by Councilrnaa Reynolds to waive first reading of proposed ordinance amending the St. Louis Park Ordinance Code relating to the Position Clas sification Plan, and set date for second reading December 19, 1966. Motion passed by a five yea vote. (Section 1:31� was previously amended. j It was moved by Councilman tioward, seconded by Councilman Reynolds, to approve the recommendations of the City Manager as follows: 1. Norman Osterby, Deputy I?istrict r.ngineer, and Pat McCarthy, from the 3viinnesota Highway Department were present to explain the bypass construction for the interchange of Excelsior Boulevard and Trunk �-iighway No. 100. ��ichard �lasky described the four stages oi the construction plans. (� ) 4f Mayor (Leonard Thiel)." Motion lost by a roll ca21 vote of two yeab and two nays, Councilmen �-l:oward and Reynolds voting na}T. Councilman Thiel did not vote. 10. NEi�1� � USxN�SS (a) SUFURBAN SANITARY SEV��ER COMMISSION I�E�'OKT. Councilman I-�owarcl gave a report concerning the Suburban Sanifiary Sewer Commi.ssion. In the future the Suburban Sanitary S�w�r Commission and Suburban �ate Authority will hold meetings the same day, and it was sugges ted one person represent the City at Uoth. 1'residen� Pro Tem 'Thiel appointed Cc�uncilman �-iowarc? t7 attend both commissiona on behalf of the City, with the present autlzorized representative also attendin� the Suburban Rate Author- ity meetin�s. It was moved by Councilman Howard, seconded by Councilman Koch, that the City Manager report by Narch or April regarding tl��e City's present sewer contract with Minneapolis, including present flow of sewage and projected flow into the Minneapolis s�stem.
