ROLL CALL City Counci.l was called to order by Mayor Wolfe The following Councilmen were present at roll call: James Heltzer Frank Howard Richard Koch Curtis Pearson Robe rt Reynolds Leonard Thiel Kenneth Wolfe Also present were the City Manager, City Attorney, City Clerk, and Secretary. Mayor Wolfe stated that the meeting had been called in order that he might submit his resignation as Mayor of St. Louis Park. He submitted his letter of resignation to the secretary and left the meeting. A motion was made by Councilman Heltzer, seconded by Councilman Koch, that Councilman Thiel be elEcted temporary gresi3ing officer of the meeting. Motion passed by a five yea vote, Councilman Thiel did not vote. RESOLUTION NO. 3171 It was moved b Councilman Reynolds, seconded by Councilman Koch, to Y ado t Resolution No. 3I71 entitled "Resolution Appointing Coun an Remolds P C ounc zlm yn to Fill Vaca.ncy in affice of Mayor (Leonard Thiel). read the resolution. Motion failed by a roll call vote of three yeas and two nays, Councilmen Howard and Pearson voting nay. 250 Council Minutes - December 10, 1966 A motion was made by Councilman Pearson, seconded by Councilman Howard, that the meeting be adjourned. Motion failed by a roll ca�l vote of four nays and two yeas, Councilmen Pearson and Howard voting yea. RESOLUTION NO. 3172 It wae moved by Councilman Pearson, to waive reading and adopt Resolution No. 3172 entitled "Resolution Appointing Gouncil Member to Fill Vacancy in Office of Mayor (Sidney Feinbergj. " Motion failed for lack of a second. Councilman Heltzer asked the City Attorney if a special election could be held i� the Council�, cannot agree on filling the vacancy. The City Attorney read Sectian 2.05 of the Chartier and statecl the City Charter is explicit that the Council $hall appoint an eligible pereon to fill the vacancy until the next election. A motion was made by Councilman Pearson, seconded by Councilman Heltzer, that the City Attorney submit no later than December 13, 1966 to the Attorney General the question, "If four membere of the Council cannot agree on filling a vacancy does the Council hav� authority to call a special election for Mayor ?" Motion passed by a roll cal.l vote of four yeas and two nays, Counciimen Thiel and Reynolds voting nay. RESOLUTION 1�10. 3173 It was moved by Councilman Reynolds, seconded by Councilman Koch, to waive reading and adopt Resolution No. 3173 entitled "Resolution Appointing Council Member to Fill Vaeancy in Offiee of Mayor. " After further discussion by the Council, Councilman Reynolds rr�ade a motion, seconded by Cauncilman Koch, to inove the question, which passed by a vote of five yeas and 1 nay, Councilman Howard voting nay. The original motion to adopt Resolution No. 3173 failed by a roll call vote of three yeas and two nays, Councilmen Howard and Pe ar s on voting nay. It was moved by Councilman Heltzer, seconded by Councilman Howard, that Councilman Thiel be chosen President Pro Tem. Motion passed by a vote of five yeas; Councilman Thiel did not vote. Qn motion of Councilman Reynolds, seconded by Councilman Koch, the meeting was adjourned at 10:46 a, m. by a six yea vote.
