1, CALL TO ORDER
A regular meeting of the City Council was called to order by Mayor 11Uolf�
at 8:08 p. m.
2. INVOCATION
Invocation was given by Chaplain Woodward of the Methodist Hospital.
3. ROLL CALL

4. MINUTES
On motion of Councilman Howard, seconded by Councilman Reynolde, the
minutes of the regular meeting held October 31, 1966 were approved by a

5. (aj Robert Kelber, 2710 Ottawa Avenue, one of the applicants, was
present. Burton Genie, 293? Ottawa, presented a pet�ition in
oppoaition to the rezoning signed by residents o€ the area. Peter
Storino, 3049 Natchez Avenue was present to oppose the rezoning.
Zollie Saratz, 4321 West Z5th Street, spoke in favor oi•the reque$t.
Mayor Wolfe declared the hearing closed. A motion was made by
Councilman Howard, seconded by Councilman Reynoids, to return
the request to Planning Commission for a study of the entire area,
with the people of the area notified of the time for discus6ioa. Motion
lost by a vote of one yea and six nays, Councilman Howard voti.ag yea.
It wae moved by Councilman Heltzer, seconded by Councilman Kocb,
to deny the request to rezone. After further discussion Councilman
Koch withdrew his second. Councilman Thiel se�onded the motion.
Motion lost.
It was moved by Councilman Peareon, seconded by Councilmaa
Reynolds, to waive first reading of proposed ordinance as recom»
mended by Planning Commiesion, and set date for second read.ing
November 21, 1966. Motion passed by a vote of five yeas and two
n ays, Councilmen Thiel and Heltzer voting nay.

It was moved by Councilman Reynolds, seconded by Councilman Koch,
to file claim with the City Clerk for proper action by the City Manager
and City Attorney. Motion passed by a seven yea vote.
(b� IMPROVEMENT NO. 65-56, SIDEWALK RE:PAIR.
It was moved by Councilman Pearson, seconc2ed by Councilman
Heltzer, that the City Manager be authorized to either include the
improvement in an existing contract or proceed by negotiation for
separate conatruction. Motion passed by a seven yea vote.

the lists of verified claims prepared by the Director of Finance and

of $l, 939. 70 for payroll, a�d $?4, 32i. 53 for vendors were approved.
and the City Manager, City Clerk, and City Treasurer were author-
ized to iasue checks covering same by a seven yea vote.

2. Partial Payment No. 1 for concrete alley paving Improvement
Nos. 66-29, 66-39, 66-45, 6b-48, 6b-53, 66-62, 66-b3, 66-bq,
Contractor, Concrete Specialties, Inc. Amount, $7, ?20.38.
Oa motion of Councilma.n Howard, seconded by Councilman Reynold6,
the above payments on contract work presented by the City Engineer
were approved, and the City Manager, City Clerk and City Treasurer
were authorized to issue checks for their respective amounts by a
seven yea vote.
