Before a vote was taken it was moved by
Coun�ilman Koch, aeconded by Councilman Howard� to defer the
matter for four weeks. Motion lost by a roll caU vote of four
nays and three yeae, Councilman Howard, Koch, and Thiel voting
ye a.
A motion was made by Councilman Koch, aeconded by Councilrrian
Thiel, to defer action to December 5, 1966. Motion passed by a
ro11 call vote of four yeas and three r�ays, Councilmen Heltzer,
Reynolds, and Wolfe voting nay. Council discussed the need for
utility easements. It was moved by Councilman Pearson, seconded
by Councilman Heltzer, to reconsider the previous motion. Motioa
carried by a vote of 6ix yeas and one nay, Councilman Koch voting
nay.
ORDINANCE NO. 989
It was moved by Councilman �ieltzer, seconded by Councilman
Pearaon, to waive second reading and adopt Ordinance No. 989
entitled '�Aan Ordinance Vacating Public Utilit�r Easement. "
Motion passed by a vote of five yeas and two nays, Councilmen
Howard and Kocl; voting nay.

A motion was made by Councilman �Ieltzer, seconded by Council-
man Thiel, to deny the request to rezone. Motion passed by a
roll call vote of four �reas and trree nays, Councilmen Pearson,
Reynolds, and V�olfe voting nay• :Zobert Kelber, the applicant
was present.

3. Partial release of mortgage dated October 31, I966 for a

A motion was made by Councilman Pearson, seconded by Cauncil-
man Reynolds, to accept the above deeds and authorize City Clerk
to file same for record. Motion passed by a seven yea vote.

MISSION MEETING HELD NOVEMBER 9, 1966.
Upon hearing no objection Mayor Wolfe ordered the rriinutes
received for filing.

b` ON STUDY OF B-1 AND B-2 DISTRICTS REQUES
COUNCIL). � TED BY
Frank Fleetham presented changes recommended by the Chamber
of Commerce with regard to the study. A motion was made by
Councilman Pearson, seconded b}� Councilman Thiel, to refer the
changes recommended by the Chamber of Comrnerce to Planning
Commission meeting of November 30, 1966 and order preparation
of an ordinance for the same date. Motion passed by a seven yea
vote.
It was rxioved by Councilman Pearson, seconded by Couucilman
Reynolds, that the City Attorney prepare a proposed ordinance
for on sale liquor in a restaurant limiting it to table service only
in B-1 District. Motion passed by a vote of six yeas and one nay,
Gouncilman Thiel voting nay.

{gj REPORT OF CITY ATTORNEY ON CHRISTMAS TREE SALE
REGULATIONS.
The City: Attorney was requested to prepare an ordinance to
include a change in license fee to $I0.00, include No. 4 in
the Crystal ordinance, include a bond, and exclude non-profit
organizations.
�h� REpORT OF CITY ATTORNEY REGARDING CEDA�4 LAKE
ROAD BRIDGE.
The City p►-ttorney stated the petition for Lhe bridge had been
filed November 21, 1966.

It was moved by Councilman Pearson, seconded by Councilman
Koch, to direct the City Attorney to order the legielative serviee
for the 196? session of the legislature. Motion paesed by a
seven yea vote.

by Councilman �-�oward, seconded by Councilman Reynolds, to
defer action to December 5; 1966. �otion passed by a seven yea
vote.

The City Manager reported an agreement is in process. A
motion was made by Councilman Pearson, seconded by Council-
man Koch, to table the matter until the agreement i8 receivzd.
Motion passed by a seven yea vote.

It was moved by Councilman Howard, seconded by Councilman
i�eynolds; to designate Cargill, Inc. as the lowest responsible
bidder, to accept bid in the amount of $13. 80 per ton ( with rust
inhibitor ), and to authorize the Mayor and City Manager to ex-
ecute the neces sary contract. Motion passed by a seven yea vote.

CERNING REr USE COLLECTION CONTRACT.
A motion was made by Councilman Pearson, seconded by Council-
man �eynolds, that the City Attorney prepare a contract based

authorize the Mayor and City Manage r to execute the contract on
behalf of the �ity with Twin City Lisposal Coinpany Inc, Motior�

Treasurer were authorized to issue checks covering same by a
