at 8:03 p. m.

On motioa of Councilma� F'eareon, seconded by Councilrnan Heltzer� the
minutes of the regular rrieeting held October 17� 19b6 were approved by a
seven yea vote.

conce rning the drainage of prope rty to the north of the hospital as
proposed by the construction of thie storm aewer. Mr. Richard
Einck, 3840 Edgewood Rvenue.was present concerning the drainage
of his property. Mayor Wolfe dec�ared the hearing c2osed.

Koch, to waive reading and adopt Resolution No. 315b entitled
"Resolution Ordexing Improvement and Ordering Preparation of

yeas and one nay, Councilman Howard voting nay.

Before a vote was taken it was moved by Councilman Pearson,
seconded by Councilman Reynolds, to defer the matter until November
2I, 196b, ataff contact the Minneapolis Baseball and Athleti� Associa-
tion, and give the council a recommendation on the need for the ease-
ments. Motion passed by a seven yea vote.

It was moved by Councilman Pearson, seconded by Councilman
Heltzer, to refer the ordinance to the Building Construction Codes
Advisory Commission for recommendation. Motion passed by a
seven yea vote.

Councilman Koch read a communication from Mr. T. Thornpson,
City Engineer of IV�inneapolis, concerning future plan6 for storm
sewer. It was moved by Councilman Koch, seconded by Council-
man Reynolds, to defer the matter to November Z1, 1966, with a
progress report at that time. Motion passed by a seven yea vote.

A motion was made by Councilman Pearson, seconded by ,Council-
man Reynolds, to waive reading and adopt Resolution No. 315?

64-2"L." Motion passed by a seven yea vote. Contract was awarded
to Minder Johnson Excavating, Inc. , in the amount of $55, 420. ?5,
SANITATION ORDINANCE REGULATING GARBAGE CA.N CO�iERS.
Councilman Heltzer requested a progress report for the November
7, council meeting with regard to the regulation of garbage can covers.
CEDAR LAKE ROAD BRIDGE PETITION. .
A mvtion was made by Councilman Pearson, seconded by Council-
man Heltzer, that a petition be filed wzth the Railroad and Warehou8e
Commission no Zater than lvovember Z1, 1966 asking for cost allo�a-
tion between those involved in the Cedar Lake Road bridg�. Motion

It wa s moved by Councilman Howard, s econded by Councilman
Reynolds, that Smiley & Associates be designated as the archi-
tects for the library building and a contract be prepared. Motion
passed by a seven yea vote.
(fj CQMMUNITY CENTER ARCHIT�.CT.
It was moved by Councilman Howard, seconded by Councilman
Reynolds, that Carl Graffunder and Associates be designated as
the architects to make a preliminary report of the needs for the
community center with a maximum amount of $2, 500. 00, and a
contract be prepared. Motion passed by a seven yea vote.

(a) PROPOSED ORDINANCE RESTRICTING COMMERCIAL ACTIVITY
OF CERTAIN DAYS OF THE WEEK, BY HENNEPIN COUNTY
LEAGUE OF MUNICIPALITIES.
A motion was made by Councilman Heltzer, seconded by Council-
man Howard, to defer discuseion until the January 3, 1g6? council
meeting at which time staff present a list of those places in St.
Louis Park that would be affected. Motion passed by a seven yea
vote.
(b) RESOLUTION OF APPRECLATION TO MINNESOTA EMERGENCY
COMMUNICATIONS CORP, INC.
The Chief of Policc, Clyde Sorensen, advised th� Council of the
voluntary help gi.ven the Police Department by the Minnesota
Emer�ency Communi�cations Corp� Inc. during Halloween by obs�rv-
ing and reporting potential vandaliem.

to advise the council of an eight foot fence being erected on the north

Amount, $27, 941. 85.
On motion of Councilman Pearson, seconded by Councilman Heltzer,
the above payment on contract work presented by the City Engineer
was approved, and the City Manager, City Clerk and City Treasurer
were authorized to issue a check, by a seven yea vote.
13. ADJOURNMENT
On motion of Councilman Pearson, seconded by Councilman Reyno�ds,
the meeting was adjourned at 10:00 p, m. by a seven yea vote.
