at 8:06 p, m.

Lutheran Church.

United Nations Chairman for the League of Women Voters. She

William Rosen requested deferment of this project for further
consideration of drainage plans. Mayor V1i olfe deciared the hear-
ing closed. It was moved by Councilman Pearson� seconded by
Councilman Heltzer, to defer acti.on to November ?, 1966 and
staff prepare a written rriemo regarcling drainage problems in
the lowland area explaining the various solutions. Motion passed
by a seven yea vote.

It was moved by Council.man Howard, seconded by Councilman
Koch, to defer first reading of proposed ordinance for rewording
by staff for the November ?, 1966 council meeting. Motion
passed by a vote of five yeas and two nays, Councilmen Pearson
and Thiel voting nay.

Harry Mayeron, Orr-Schelen-Mayeron, was present to explain
the bids. Th� City Manager read a letter from Orr-Schelen-
Mayeron giving their recommendation for award of the alternate
bid for the treatment plants. Sheldon Tart of Tart Ide Corp.
described the equipment proposed for the base bid and a repre-
s entative of Layne - Minne sota Company was p re s ent to answe r any
questions concerning their equipment proposed for the alternate bid.
It was moved by Councilman Reynolds, seconded by Councilman
Koch, to designate Peterson-Templin, Inc. as the lowest respon-
sible bidder for iron removal treatment plants No. 6 and No. 10,
in the amount of $461, 193, 00, and to authorize the Mayor and City
Manager to execute the contract on behalf of the City. Motion
pas sed by a seven yea vote.
10. NEW BUSINESS

A motion was made by Councilman Pearson, seconded by Council-
man Reynolds, to file claim with the City Clerk for proper action
by the City Manager and City Attorney. Motion passed by a seven
yea vote.
(b ) GAR BAGE CAN RE GULATI ONS.
It was moved by Councilman I-�eltzer, seconded by Councilman
Thiel, that staff prepare an ordinance requiring garbage cans to
be covered. Motion passed by a seven yea vote.
12. CLAIMS, Al'�'ROPRIATIONS AND CONTRACT PAYMENTS
(a) VERI�'IED CLAIMS.
On motion of Councilman Re}rnolds, seconded by Gouncilman
Thiel, the lists of verifiec� claims prepared by the Director of
Finance and presented to the Council dated October 17, 1966 in
the total amounts of $1, 696. 0? for payroll and $88, 693. ?6 for
vendors were approved, and the City Manager, City Glerk and
City Treasurer were authorized to issue checks covering same
% by a seven yea vote.
