CALL TO �RDER
A regular meeting of the City Council was called to order by Mayor Kenneth
Wolfe at 8:04 p. m.

The following Councilmen were present at roll call:

Also present were the City Manager, City Attorney, Director of Public
Works, Police Chief, and the Secretary. Councilman Ehrenberg arrived
at 8: I 5 p. m.
MINUTES
On motion of Councilman Heltzer, seconded by Councilman Howard, the
minutes of the regular meeting held June 21, 1965 were approvod by a four
yea vote. Councilmen Ehrenberg, Pearson, and Reynolds were not present.

It was moved by Councilman Thiel, seconded by Councilman Heltzer,
to waive second reading and adopt Ordinance No. 939 entitled "An
Ordinance Regulating the Possession and tPurchase or Delivery of
Barbiturates and Other Prohibited Drugs. Motion passed by a five
yea vote. Councilmen Pearson and Reynolds were not present.

SALE AND POSSESSION OF CODEINE (DEFERRED FROM JUNE ,
1965.
ORDINANCE NO. 940
A. motion was made by Councilman Heltzer, seconded by Councilman
Thiel, to waive second reading and adopt Ordinance No. 940 entitled
"An Ordinance Regulating the Sale and Possession of Codeine. " Motion
passed by a five yea vote. Councilmen Pearson and Reynolds were not
present.
(c} SECOND READING OF PROPOSED ORDINANCE PROF�IBITING THE
INHALING, BREATHING OR DRINKING OF CERTAIN SUBSTANCES
COMMONLY KNOWN AS GLUE AND REGULATING THE PURCHASE,
SALE AND POSSESSION THEREOF(DEFERRED FROM JUNE 21, 1965).
The Police Chief was presen� and spoke in favor of the proposed orrl-
inance. Max Corso aad Gene Strommen, members of the committee
on narcotics, spoke in favor of the proposed ordinances.
�RDINANCE NO. 941
It was moved by Councilman Howard, seconded by Councilman Thiel,
to waive second reading and adopt Ordinance No. 941 entitled "�
Ordinance Prohibitiag the Inhaling, Breathing or Drinking of Certain
Substances Commonly Known as Glue and Regulating the Purchase,
Sale and Possession Thereof. " Motion passed by a five yea vote.
Councilmen Pearson and Reynolds were not present.

(b) REPORT OF CITY MANAGER (M. & C. NO. 65-I8) WITH RESPECT
TO REVLSION OF LICENSE A.ND PERMIT FEES.
A motion was made by Councilman Ehrenberg Lo refer the report to
staff to prepare a more comprehensive report. Motion lost for want
of a s ec ond.
During discussivn of the fees Councilman Heltzer suggested that auto
salvage and reduction yards be included under junk dealers, and that
a definition of what signs are covered under temporary signs be
included.
A motion was made by Councilrnan Thial, seconded by Councilman
Howard to defer the matter until July 6, 1965. Motion passed by a
five yea vote. Councilmen Pearson and Reynolda were not present.
A motion was made by Councilman Heltzer, seconded by Councilman
Thiel, that when staff brings in the report that a proposed license fee
for di6count stores be included. At the sugj;estian of the City Attorney
the proposal for discount stores was delayed for six months. The
motion passed as amended by a five yea vote. Councilmen Pearson
and Reynolds were not present.
(c) REPORT OF CITY MANAGER (M. & C. NO. 65-19) CONCERATING
OUTDOOR METER �2EGISTERS.

It was mwed by Councilman Thiel, seconded by Councilman �-Teltzer,
to authorize staff to implement a program and install outdoor meter
registers wherever possible as re�ommended by the City Maaager.
Motion paBsed by a four yea vote. Councilmen Ehrenberg� Pearaon,
and Reynolds were not present.
REPORT OF LAND ACQUISITION.
It wae moved by Councilman Thiel, seconded by Councilman Heltzer,
to accept deed from Belt Line Induatrial Park. Inc, daLed June 24. 1965
for park purposes, described as part of the northeaet one-quarter of .�
the southwest one-quarter of Section 6, Townehip 28. Range 24. aad to '�
authorize the Gity Clerk to file same for record. MotioA pasoed by a
four yea vote. Councilmen Ehrenberg, Pearson, and Reynolde were not
pieecent.

12. CLAIMS, APPROPRIATIONS AND CONTRACT PAYMENTS
(a) VERIFIED CLAIMS.
On motion of Councilman Thiel, seconded by Councilman Ehrenberg,
the lists of verified claims prepared by the Director of Finance and
pr e s ente d to the Counc il, date d June 2 8, 19 65 in the total arnounts of
$3, 359. 55 for payroll, and $4, 921. ?1 for vendors were approved, and
the City Manager, City Clerk, and City Treasurer were authorized to
issue checks covering same by a five yea vote. Councilmen Pearaon
and Reynolds were not present.
13. ADJOURNMENT
On motion of Councilman Howard, seconded by Councilma.n Thiel, the
meeting was adjourned at q:02 p. m. by a five yea vote. Coun�ilmen
Pearson and Reynolds were not present.
