Councilman Pearson made a motion seconded by Councilman Heltzer, to waive first reading of the proposed ordinance and to set date for second reading on June 21, 1965. � Before a vote was taken on the above motion Councilman Ehrenberg made a motion that the matter be tabled, which was aeconded by Councilman Reynolcs. Motion lost by a five to two vote. Councilmen Ehrenberg and Reynolds voted nay. Davis, attorney representing the applicant, sub- mitted a petition from residents of the Park 100 apartments in favor of retaining the beauty shop in the building. The City Manager read a letter from the Minnesota Highway Department stating that the property under discusaion woul.d be required for the proposed interchange at Inglewood Avenue and Trunk Highway No. 7 under the pian for the proposed southwest diagonal. A motion was made by Councilman Thiel, seconded by Councilman Heltzer, to table the request for special permit. Motion lost by a 5-2 vote. Councilmen Thiel and Heltzer voted yea. It was moved by Councilman Pearson, seconded by Councilman Heltzer, to postpone action on the request until September 1965 for staff to communicate with the State Highway Department, and if no action is taken by then the Council would consider the special permit at that time. Samuel Shapiro was present. Discussion centered on proper drainage for the prope rty. Mr. Shapiro stated he would have no objection to waiting a reasonable length of time, two to three years, for a building permit until the drainage was solved. A motion was made by Councilman Howard, seconded by Councilman Pearson, to waive first reading of proposed ordinance and to set date for second reading on July 6, 1965.
