CALL TO ORDER A regu].ar meeting of the City Council was called to order by Mayor Kenneth Wolfe at 8;p6 p� m� 2, INVOCA.TION Invocation was given by Rev. Stewart Dale of the First Lutheran Church. 3. Councilman Ehrenberg arrived at 9:00 p. m. 4. MINUTES On motion of Councilman Thiel, seconded by Councilman Reynolds, the minutes of the regular meeting held 1V�ay 3, 1965 were approved by a six yea vote. Councilman Ehrenberg was not present. 5. The Planning Director presented the background on the issuance of a special permit for the proposed apartment building at the narth- east corner of Highway ? and Highway 100. James Mullin, 3029 Toledo Avenue and Ronald Kampff, 3033 Toledo Avenue, were present representing the neighborhood. They were concerned with additional traffic and not being able to get on and off Toledo Avenue at Minnetonka Boulevard. Covncilman Pearson made a motion that the petition as submitted be filed, and that the traffic condition existing at Toledo Avenue and Minnetonka Boulevard be referred to the staff for recommendation. Motion passed by a six yea vote. Councilman Ehrenberg was not pre sent. That part of the NE I/ 4 of the SW 1/ 4, Section 6, Township 28, �ange 24, described as commencing at the most easterly corner of Lot 3, Block 1, Belt Line Industrial Park, etc. for road pur- poses in east industrial park, from Belt Line Industrial Park, Inc. , dated May 10, 1965. A motion was made by Councilman Heltzer, seconded by Councilman Thiel, to accept the above deed and authorize the City Clerk to file same for record. Motion passed by a seven yea vote. A motion was made by Councilman Pearson, seconded by Councilman Ehrenberg, to proceed to entry of judgement. The Council went on record as objecting to entry of interest item. Motion passed by a seven yea vote. A motion wae made by Councilman Pearson, seconded by Coun�iln'ian Heltzer, that staff prepare a report as to method of payment for this property. Harley Stull, 1440 Jordan Avenue, was present as spokesman for the area. �ayor Wolfe explained the background of Kilmer Park to date and stated that Minnetonka Village does not seem interested in aharin� costs for such a park in the area. Di9cussion fo�lowed on various P�e�e� of land that might be acquired for �uch a park. Staff will investigat� further and will contact Mr, Stu11. Council Minute s- May 1.7, 19 65 q. (c) SOUTh SIDE FIxZE STATION. John Maghey� architect, was present and exilibited and explained the completed working drawings for the south side fire station. A motion was made by Councilman Pearson, seconded by Councilman Heltzer, that the plans for the proposed south sicle fire station be referred to a committee from the council. Motion passed by a seven yea vote. Mayor Wolfe appointed Councilmen Pearson, Ehrenberg, and Reynolds as members of the committee. A. motion was made by Councilman Howard, seconded by Councilman Pearson, to authorize the Mayor and City Manager to execute the nec- essary contracts as recommendea by the Director of Public i�lorks on items 1 through 10. It was maved by Councilman Thiel, seconded by Councilman Heltzer, to approve Change Order No. 1 and to authorize the City Manager to execute same. Motion passed by a seven yea vote. (d) S T. LOUIS PARK LIBRA.R Y. C����man Pearson presented a letter from Mrs. Raeder Larson, and a study of the St. Louis t�ark Library which was made by the Hennepin County Library Sys�em. Councilman Pearson made a motion, seconded by Councilman �ieltzer, to refer the matter of investigation of a change in the St. Louis Park Library to another larger site to staff for a report by J�y 15, 19 65. A motion was maae by Gouncilman �'earson, seconded by Councilman Heltzer, that tk�e Council adopt the statement of policy on street pav- ing presented to the Council, and it be either read or delivered with the notice of hearing to a11 people affected by the permanent improve- ments. Motion passe� by a seven yea vote. � (f ) ORDINANCE ON C�DEINE AND OTHER NARCOTICS. Councilman Howard requested the attorney to prepare an ordinance limiting the amount of codeine and other narcotics in possession of an individual. The City Attorney stated the ordinance is in process. tg) ORDINANCE ON SN�W BIRDS. A motion was made by Councilman Howard, seconded by Councilman Reynolds, that an ordinance be prepared regulating snow birds. Motion passed by a seven yea vote. (h) ORDINANCE REGULATING TRUCK PARKING ON STREETS. It was moved by Councilman Howard, seconded by Councilman Heltzer, that an ordinance be prepared regulating truck parking on streets. A- rnotion was rnade by Councilman Ehrenberg, seconded by Couricil- man Thiel, to file claims with the City Clerk for proper action by the City Manager and City A_ttorney. Motion passed by a seven yea vote. (b) PUBLIC UTILITY E.ASEMENT AUTHORIZAi'�ON FOR CITY ATTORNEY. A motion was made by Councilman Reynolds, seconded by Councilman Heltzer, that the City A.ttorney be authorized to file assent in Title Regis- tration proceedings of the Robert J. McNulty Company vs. the City of St. Louis Park,releasing a portion of public utility easement on Lot 19, Block 1, Weatwood Estates Second Addition, �istrict Court No. A-14Z35' in exchange for a four foot public utility easement in acldition to and abutting upon the existing ten foot public utility easement shown on said plat in Lot 18, Block 1, W estwood Estates Second Addition. On motion of Counciiman Pearson, seconded by Councilman Thiel, the lists of verified claims prepared by the Director of Finance and presented to the Council dated May 17, 1965 in the total amounts of $1, ?32. ?8 for payroll, and $?0, 884. 18 for vendors were approved, and the City Manager, City Clerk, and City Treasurer were auihor- ized to issue checks covering same by a eeven yea vote. 13.
