1. CALL T4 ORDER
A regular meeting of the City Council was called to order by Mayor
Kenneth Wolfe at 8:03 p. m.
2. INV4CA.TION
Invocation was given by Rabbi Moses Sachs of the B�nai Abraham
Synagogue.
3. ROLL CALL
The following Councilmen were present at roll call:

On motion of Councilman Howard, seconded by Councilman Heltzer, the
minutes of the regular meeting held ,�anuary 18, 1965 were ap�.roved by
a seven yea vote.

It was moved by Councilman Heltzer, seconded by Councilman
Thiel, to waive reading and adopt Resolution No. 2752 entitled
"Resolution for Hearing on Petition to Vacate VSlest 27th Street
Between Monterey A.venue and Natchez Avenue:' Motion passed
by a seven yea vote. Hearing will be held February 15, 1965.
(b) COMMUNICATION FROM ZEJDLIK AND HARMALA, INC.
R�QUESTING AMENDMENT TO RESOLUTIDN NO. 2712
GRANTING PERMiT UNDER SECTION 6:I76.4 OF THE ZON-
ING ORDINANCE FOR RESIDENTIAL DEVELOPMENT UNIT,
MULTIPLE DWELLING, STANFORD CLINTON JR.
John Hagen, representing Zejdlik and Harmaia, was present.
A motion was made by Councilman Howard, seconded by Council-
man Ehrenberg, to refer the request to the Planning Commission
for report to Council on February 15, 1965. Motion passed by a
seven yea vote.

A motion was made by Councilman Heltzer, seconded by Coun�il-
man Reynolds, to table the matter, Motion passed by a seven

It was moved by Councilman Thiel, seconded by Councilman
Reynolds, to waive second reading and adopt Ordinance No. 935

8. (e) A motion was made by Councilman Ehrenberg, seconded by
Councilman Howard, to defer action on iron removal treat-
ment plants for a special Council meeting at 8:00 p. m. on
February 9, 1965. Motion passed by a seven yea vote.

On hearing no objection Mayor Wolfe ordered the report received
for filing. -
�g) REPORT OF EMPLOYEE APPOINTMENTS.
A motion was made by Councilman Reynolds, seconded by
Councilman Heltzer, to approve the appointment of Barbara
J ones as Clerk I, Range GC 5, Step A, effective February 2,
1965, and Avis Hanson as Clerk I, Range GC 5, Step B, effec-
tive February 15, 1965. Motion passed by a seven yea vote.
9. UNFINISHED BUSINESS
(a) IMPROVEMENT NO. 65-18, PROPOSED OFF-STREET PARK-
ING LOT ON NORTH SIDE OF 40TH STREET V!'EST OF QUENTIN
AVENUE, AS DESCRIBED IN NOTICE OF HEARING PUBLISHED
DECEMBER 31, 1964 AND JANUARY 7, 1965 (DEFERRED FROM
JANUARY 18, 1965).
Mr. Earl Isensee was present representing Orville Kreutziger.
It was moved by Councilman Reynolds, seconded by Councilman
Howard, to defer action on the proposed off-street parking lot
until February 15, 1965. Motion passed by a seven yea vote.
RESOLUTION NO. 2753
It was moved by Councilman Pearson, seconded by Councilman
Thiel, to waive reading and adopt Resolution No. 2753 entitled
"Resolution Receiving Reports and Calling Hearing on Improve-
ment No. 65-18 Off-Street Automobile Parking Facilities. "
Motion passed by a seven yea vote. It was requested that the
notice of hearing include the property known as Rutherfords dnd
Miracle Mile which includes all tracks of land between Wooddale
Avenue and Quentin Avenue which abu�t Excelsior Boulevard.

A motion was made by Councilman Pearson, seconded by Council�
man Reynold�, to extend permit to allow limited burning for thirty
days. Motio� passed by a seven yea vote. It was requested that
Council rec�'�ve a report from the Fire Department at the end of
the thirty day period.
10. NEW BUSINFSS
(a) TABULATION OF BIDS FOR TW O POLICE CARS A.ND THREE
3/4 T�N PICKUP TRUCKS.
A motion was made by Councilman Pearson, seconded by Council-
m an How ard, to de s ignate Lyndale Automotive Company as the
lowest responsible bidder for two police cars and to accept bid in
th� amount of $3, 492. ?4, and to designate Market Ford Sales, Inc.
as the lowest responsible bidder for three 3/4 ton pickup trucks
and to accept bid in the amount of $4, 987. 69. Motion passed by a
seven yea vote.
(b) TABULATION OF BIDS FQR REFRACTORY LINING CONSTRUCTION
FOR MUNICIPAL INCINERATOR.
A motion was made by Councilrrian Thiel, seconded by Councilman
Ehrenberg, to designate Hilton Fire-Brick Service, Inc. as the
lowest responsible bidder, to accept bid in the amount of $30, 795. 00
and to authorize the Mayor and City Manager to execute the necess-
ary contract, Motion passed by a seven yea vote.
�cj SAFETY MEASURES FOR NEWSPAPER CARRIERS.
It was moved by Councilman Howard, seconded by Councilman
Reynolds, that Mayor Wolfe be authorized to write the various
newspapers in the area recommending that reflectorized belts
be provided for newspaper carriers as a safety measure. Motion
passed by a seven yea vote.
(d) FEBRUARY 8, 1965 COUNCIL MEETING.
A motion was made by Councilman Ehrenberg, seconded by Cou.n��l-
man Reynolds, that no Council meeting be held February 8, 1965.

11. MISCELLANEOUS
(a ) DAMAGE C LAIMS.

A motion was made by Councilman Ehrenberg, seconded by Council-
man Reynolds, to file the claim with the City Clerk for proper
action by the City Manager and City Attorney. Motion passed by a
seven yea vote.
12. CLAIMS, APPROPRIATIONS A.ND CONTRACT PAYMENTS

(a) VERIFIED CLAIMS.
On motion of Councilman Thiel, seconded by Councilman Reynolds,
the lists of verified claims prepared by the Director of Finance and
presented to the Council, dated February 1, 1965 in the total amounts
of $2, 345. 93 for payroll and $138, 980. 30 for vendors were approved,
and the City Manager, City Clerk, and City Treasurer were author-
ized to issue checks covering same, by a seven yea vote.
(b) CONTRACT PAYMENTS.
1. Partial Payment No. 1. Pump and pump house No. 13. Improve-
ment No. 64- 52. Contractor, Keys Weli Drilling Company.
Amount, $ 6, 7 98. 60.
2. Partial Payment No. 10. 2 million gallon reservoir. Con-
tractor, 1Liagney Construction Company. Amount, $19, 501. 00.
On motion of Councilman Pearson, seconc�ed by Councilman Howard,
the above payments on contract work presented by the City Engineer
were approved, and the City Manager, City Clerk and City Treasurer
were authorized to issue checks for their respective arnounts by a
seven yea vote.
13. ADJOURNMENT
On motion of Councilman Heltzer, seconded by Councilman Thiel, the
meeting was adjourned at 9:34 p. m. , by a seven yea vote.
