CALL TO ORDER A regular meeting of the City Council was called to order by President Pro Tem Robert Ehrenberg at 8:46 p. m. 2. INVOCATION Invocation was given by Councilman Frank Howard. 3. ROLL CALL The following Councilmen were present at roll call: Robert Ehrenberg Jame a 1-ieltze r Frank Howard Robe rt Re ynolds Leonard Thiel A1so present were the City Manager, City Attorney, Planning DireCtor, Director of Public Works, and the secretary. 4. MINUTES On motion of Councilman Heltzer, seconded by Councilmaa Howazd. the minutes of the regular meeting held December 20, 1965 were approved by a five yea vote. 5. PUBLIC HEARINGS �a ) None. 6. PE TITIONS, REQ UES TS AND C OMMUNICATIONS �a) APPLICATIONS FOR RENEWAL OF LICENSES TO SELL NON- INTOXICATING MALT LI�UOR ON SALE AND OFF SALE. A motion was made by Councilman Reynolds, seconded by Council- man Thiel to approve issuance of the licenses. Before a vote was taken it was moved by Councilman Reynolds, seconded by Council- man Thiel, to table the item. Motion paeaed by a five yea vote. RESOLUTION NO. 2975 It was moved by Councilman Howard, seconded by Councilman Reynolds, to waive reading and adopt Resolution No. 2975 entitled "Resolution Approving Plans and Specifications and Authorizing Advertisement for Bids. " Motion passed by a five yea vote. tb) SECOND READING OF PROPOSED ORDINANCE AUTHORIZING THE TRANSFERS OF FUNDS AND PROVIDING APPROPRiATIONS FOR SALARY INCREASES FOR YEAR ENDING DECEMBER 31, 19b6. It was moved by Councilman Howard, e econded by Councilman Reynolda, to defer the matter until January 10, 1966. Motion passed by a five yea vote. �c) SECOND READING OF PROPOSED ORDINANCE AMENDING QRDINANCE N�. ?30 PASSED DECEMBER Z8, 1959 ENTITLED "ST. LOULS PARK ZONING ORDII�IANCE, " SECTION 6:122. 6 RELATING TO OPEN SALES LOTS. A motion was made by Councilman Thiel, seconded by Councilman Howard, to defer the matter until January 1�, 1966, with recom- mendations that anyone might have regarding changes to be included in Council materials. Motion passed by a five yea REPORTS OF OFFICERS, BOARDS AND GOMMITTEES (a) PRELIMINARY REPORT OF THE DIRECTOR OF PUBLIC WORKS AND ASSESSMENT REPORT WITH RESPECT TO THE FOLLOW- ING IMPROVEMENTS: 1. No. 66-03, portland cement concrete alley paving from Pennsylvania Avenue to Quebec Avenue south and parallel to Minnetonka Boulevard. 2. No. 65-54, concrete curb and gutter on west side of Gorham Avenue between 1 st Street N. W. and Znd Street N. W . RESOLUTION NO. 2976 A motion was made by Councilman Reynolds, seconded by Council- man Thiel, to waive reading and adopt Resolution No. 2976 entitled "Resolution �eceiving Reports and Calling t�iearing on Improvement Nos. 66-03 and 65-54. " Motion passed by a five yea vote. Hearing will be held January 17, 1966. UNFINISHED BUSINESS (a) TABULATION OF BIDS FQR FIRE AND EXTENDED COVER.AGE ON CITY BUILDINGS. It was moved by Councilman Howard, seconded by Councilman Thiel, to designate State Farm Fire & Casualty Insurance Co. as the bidder submitting the bid most favorable to the City of St. Louis Park, accepting bid for all risk coverage at $3, 130. 00 per year for a three year period, and authorizing proper City officers to accept delivery of the policy therefor. Motion passed by a five yea vote. {b) AGREENiENT SETWEEN ThE CITY OF ST. LOUIS PARK AND STATE OF MINNESOTA DEPARTNLENT OF HIGHWAYS 269 Council Minutes - December 27, 1965 9. (b) FOR PA.VEMENT WIDENING, TRAF'FIC SIGNALS, AND PARTIAL LIGHTING CONDUIT ON EXCELSIOR BOULEVARD FROM HICH- WAY 100 TO rRANGE A.VENUE (TABLED DECEMBER 20, 1965). 10. No action was taken. (c) ORDINANCE NO. 956, SECTION 1:316 SICK LEAVE, B. PROOF REQ UIRED. Councilman Howard requested that Section 1:316 of Ordinance No. 956 be put on the agenda for January 10, 1966. The City Attorney stated that in order to clear the record author- ity is needed to sign a release in condemnation proceedings regard- ing the City of St. Louis Park vs. Haskell et al. A motion was made by Councilman H�ltzer, seconded by Councilman Thiel, to authorize the City Attorney to sign partial release of Lis Pendens in condemna- tion action City of St. Louis Park vs. �-'.askell etal, Book 2873 of Mortgages, Page ?9, and the filing of same for record, in accord- ance with order of District Court, dated January 6, 1956. Motion pas s ed by a five ye a vote. �b) COUNCIL MEETING JANUARY 3, 1966 A motion was made by Councilman Reynolds, seconded by Council- man Thiel, that no Council meeting be heid January 3, 1966. On motion of Councilman Thiel, seconded by Councilman Howard, the lists of verified claims prepared by the Director of Finance and presented to the Council dated December 27, 1965 in the tota.l amounts of $3, 364. 61 for payroll, and $?, 5I9. 90 for vendors were approved, and the City Manager, City Clerk, and City Treasurer were authorized to issue checks covering same by a five yea vote. 270 Gouncil Minutes - December 27, 1965 12. {b) GONTRACT PAYMENTS. 1. Partial Payment No. 2 for electrical construction of Fire Station No. 1. Contractor, Globe Electric Company. Amount, $980. 17. 2. Partial Payment No. 3 for hot mix paving and curb and gutter, Improvement Nos. 63-19 and 65-43. Contractor, Blacktop Service Company. Amount, $21, 501. ?5. 3. Partial Payment No. 4 for hot mix paving and curb and gutter, Improvement Nos, bz-66, 63-60, 64-2, b4-12, 64-41, 65-5, 65-13, 65-36. Contractor, Blacktop Service Company. Amount, $8, 4U0. ?5. On motion of Councilman Reynolds, seconded by Councilman Heltzer, the above payments on contract work presented by the City Engineer were approved, and the City Manager, City Clerk, and City Treasurer were authorized to issue checks for their respective amounts by a five yea vote. 13. ADJOURNMENT On motion of Councilman Howard, seconded by Councilman Reynolds, tne meeting was adjourned at 9:16 p, m. by a five yea vote.
