CALL TO ORDER A regular meeting of the City Council was called to order by President Pro Tem Robert Ehrenberg at 8:02 p. m. Z. II�I V OCATION Invocation was given by Rev. Vvalter Johneon o# the Westwood Lutheran Church. 3. MINUTES On. motion of Councilman Howard, eeconded by Counciiman Thiel, the minutes of the regular meeting held October 18, 1965 and the special rneeting held October 2I, 1965 were approved by a six yea vote with an amendment to the October 18, 1965 minutea by changing the �ate ia item 6A from January 27, 1965 to 1964. 5. �'UBLIC I-�EARINGS __._.____. ta) N4NE. 6. RESOLUTION NO. 2935 A motion was made by Councilman Reynolds, Beconded by Council- man Howard, to waive reading aad adopt Resolution No. 2935 entitled "Reeolution Accepting Work for Subdivision Contract Construction Pow-Bel Addition. It was moved by Councilman Thiel, seconded by Councilman Howard, to consent and approve the following appointments: Shelly Filip, Accounting Department, Clerk I, Range GC 5, Step A, effective November 1, 1965. Alice Carlson, Pianning Department, Clerk II, Range GC ?, Step A, effective November 8, 1965. Motion passed by a six yea vote. (b) RECOMMENDATION OF PARKS AND RECRE:�iTiON ADVLSORY C OMMISSION C ONCERNING JOINT MAINTENANCE OF tZECi�EA- TION FACILITIES FOR THE VILLAGE OF MORNINGSIDE AND THE CIT � OF ST. LOUIS PAtZK; ALSO REPORT OF THE CITY MANA.GER (M. & C. NO. 65-28). Councilman Howard suggestec� a"No Hockey" sign be iastalled at the unsupervised skating rinks. A motion was made by Council- man Pearson, seconded by Councilman Heltzer that ataff proceed with preparation of a cooperative agreement as recommended by the City Manager for joint skating facilities. A. rriotion was made by Councilman Thiel, seconded by Councilman l�eynolds, that staff communicate with the Parks and Recreation Commiesion to arrange for a joint meeting with the Council on a Monday when Council does not regularly meet in I?ecember. Motion passed by a six yea vote. Upon hearing no objection President Pro Tem Ehrenberg ordered the minutes received for filing. (d} REPORT OF THE CITY MANAGER (M. & C. NCl 65-26) CONCERN- ING JOINT SANITARY SEWER ON WAYZATA BOULEVARD WITH THE VILLA.GE OF GC�LDEN VALLE�Y. A motion was made by Councilman Reynolds, sec4nded by Council- man Thiel, to approve the City Manager's recommendation to author- � ize special assessment proceedings and to authorize preparation of the necessary agreement with Golden Valley, such agreement not to be presented until special assessment hearings have been completed. Motion passed by a six yea vote. It was moved by Councilman Pearson, seconded by Councilman Thiel, that staff prepare a report for Council on Novernber 15, 1965 with regard to Brownie Lake, Bassett's Creek� and the Turner� s Cros aroad traffic signal. It was moved by Councilman �-ieltzer, seconded by Councilman Reynolds, to approve the revision in sanitary sewer rates as pre- sented by the City Manager, and authorize preparation of an ord- inance. Before a vote was taken it was moved by Councilman Pearson, seconded by Councilman Howard, to postpone the n�g tter pending a report f rom 6taff. Motion pas s ed by a s ix yea vote. �f) REPORT OF THE CITY MANAGER (M. & C. NO. 65-29) CON- CERNING A�iAILABLE PARK SITES IN NQRTHWEST SECTION (WEST OF COUNTY R�AB 18). (f) Thiel, that the City Manager be directed to obtain options on the best terms available on sites 1 and 2 as listed in iVI. & C. RESOLUTION NO. 2937 It was moved by Councilman Howard, seconded by Councilman Reynolda, to waive reading and adopt Resolution No. 293? ent�itled "�esolution Authorizing -Television Inspection and Infiltration Analysis of Sanitary Sewere." Motion passed by a six yea vote. (h) REPORT OF BflA.RD OF Z ONING APPEALS {CASE NO. 65- 54- VAR. ) RECOMMENDING UNFAVORABLY UPON THE RE� UEST OF WESTWOOD SHOPPINC CENTER, INC. FOR VARIANCE FROM PROVISIONS OF SECTION 6:124.4 OF THE ZONING ORDINANCE TO PERMIT A SIDE YAR,D WIDTH OF TWO FEET INSTEAI? QF THE REQUIRED SIX FEET AT ?105 CEDAR LAKE ROAD. It was moved by Councilman I�oward, seconded by Councilman Reynolds, to deny the request. Before a vote was taken Council- man Howard withdrew his motion. �t was moved by Councilman Pearson, seconded by Councilman T�iel, to set date for public hearing on November 15, 1965. ' Councilman Haward made a motion, seconded by Council- man Heltzer, to deny the request. Upon hearing no objection President Pro Tem Ehrenberg ordered the minutes received for filing. 9. UNFIIVISI�E I3 B USINESS (a) AWARD OF CONTI�ACT FOR ROCK SALT (L•EFERRED FROM �CTOBER 18, 1965). A motion was made by Councilman Reynolds, seconded by Council- man Howard, to designate Cargill, Inc. as the lowest responsible bidder, to accept bid for rust inhibited salt in the amount of $13.90 per ton, and to authorize the Mayor and City Manager to execute the necessary contract, to include the City Manager's stipulation that in the event Cargill is not able to supply ruat inhibited salt at any time during the year the entire yearly suppiy be delivered to the City at the regular salt price of $9.90 per ton. It was moved by Councilman Reynolds, seconded by Councilman Thiel, that staff report to Council on December 13, 1q65 concern- ing plans for the Excelsior Boulevard parking. Motion passed by a six yea vote. 12. CL,A.IMS, APPRO�'RIATIONS AND CONTRACT PA YMENTS (a) VERIFIEI? CLAIMS. On motion of Councilman Pearson, seconded by Councilman Reynolds, the lists of verified claime prepared by the Director of Finance and presented to Council dated November 1, 1965 in the total amounts of $1, 480. 69 for payroll, and $184, 057. 88 for vendors were approved, and the City Manager, City Clerk, and City Treasurer were authorized to issue checks covering same by a six yea vote. (b) CONTRACT PAYMENTS. I. Partial Payment No. 1 for storm sewer, Irriprovement No. 65-21. Contractor, Union Central Contracting Inc. Amount, $7, 579. 22. 2. Partial. Payment No. 2 for hot mix paving and curb and gutter, Improvement Nos. 63-19 and 65-43. Contractor, Blacktop Service Company. Amount, $27, 739. 08. 3. Partial Payment No. 3 for hot mix paving and curb and gutter, Improvement Nos. 62- 66, 63 -60, 64- 2, 64-12, 64-41, 65- 5, 65-13, 65-36. Contractor, Blacktop Service Company. Amouni, $3 0, 894. 41. On motion of Councilman �-Ioward, seconded by Councilman Heltzer, the above payments on contract work pr esented by the City Engineer were approved, and the City Manager, City Clerk, and City Treasurer were authorized to issue �hecks for their respective amounts by a six yea vote. 225 Council Iviinutes - November 1, 1965 13.
