DESCRIBED IN NOTICE OF HEARING PUBLiSHED DECEMBER
31, 1q64 (CASE NO. 64-64-MISC. ) INITIATED BY PLANNING
C OMMISSION.
Mayor Wolfe opened the hearing on this matter. There being
no one present intereated in the rezoning Mayor Wolfe dec2ared
the hearing closed. Counciiman Ehrenberg requested that the
minutes state that letters of notification of hearing were sent
to all those people involved in the zoning change.
It was maved by Councilman Thiel, s econded by Councilman
Heltzer, to waive first reading of proposed ordinance and to
set date for second reading on February 1, 1965. Motion
passed by a six yea vvte. Councilman Howard was not present.
(cj IMPROVEMENT NO. 65-18, PROPOSED OFF-STREET PARK-
ING LOT ON NORTH SIDE OF 40TH STREET WEST OF QUENTIN
AVENUE, AS DESCRIBED IN NOTICE OF HEARING PUBLISHED
DECEMBER 31, 1964 AND JANUARY ?, 1965.
Mayor Wolfe opened the hearing on the matter. Dr. �yman
Jacobson and Roger Asplin of the Medical Center and Howard
Mattson of the Citizens State Bank were present in favor of
the project.
Glenn Rudell, 4980 40th Street, Harvey Kyle, 4000 Quentin
Avenue, George Milligan, 5009 40th Street, Thomas Steele,
4960 40th Street, Marvin Tjornhom, 4005 Quentin Avenue,

(c� Councilrxian Hnward arri.ved at 9:24 p. m.. Mayor ViTolfe declared
the hearing closed. It .was moved by Coun�ilman Thiel, seconded
by Councilman Howard, to waive reading and adopt resolu�"ion order-
ing the improvement and ordering preparation of plans. Following
di.scussion of the plan, Councilman Howard withdrew his second to
the motion.
Gouncilman Heltzer left the meeting at 9:30 p. m. A motion was
made by Councilman Pearson, seconded by Councilman Ehrenberg,
to defer action on the improvement for two weeks. Following further
discussion Councilman �-ioward made a motion, seconded by Councilma
Reynolds, asking for the question. Motion passed by a five yea vote,
Councilman Thiel voting nay, The original motion deferring the
matter for two weeks passed by a six yea vote. Councilman Heltzer
was not pre s ent.

It was moved by Councilman Pearson, seconded by Counci.lman
Ehrenberg, to waive reading and adopt Resolution No. 2749 entitled
"Resolution Authorizing Placement of Traffic Control Signs Regulat-
ing Parking. " Motion passed by a six yea vote. Councilman Heltzer
was not present.

It was moved by Councilman Pearson, seconded by Councilman
Thiel, to waive reading and adopt ReBolution No. 2750 entitled
"Resolution Authorizing Placement of Traffic Control Signs
Regulating Parking. " Motion passed by a si.x yea vote. Council-
man Heltzer was not present.
(c) RESOLUTION AUTHORIZING PI�CEMENT OF STOP SIGN FOR
TRAFFIC CONTROL AT INTERSECZ'ION OF SUNSET BOULEVARD
AND INGLEWOOD A.VENUE.
RESOLUTION NO. 2751
It was moved by Councilman Pearson, seconded by Councilman
Ehrenberg, to waive reading and adopt Resolution No. 2751 entitled
"Resolution Authorizi�ng Placement of Stop Sign for Traffic Control
at Intersection of Sunset Boulevard and Inglewood Avenue. Motion
passed by a six yea vote. Councilman Heltzer was not present.

CERNING WATER METER REPAIR PROGRAM.
A motion was made by Councilman Thiel, seconded by Gouncilman
Reynolde, that the pilot water rneter repair program as presented
by the City Manager be approved. Motion passed by a six yea vote.
Councilman Heitzer was not present.

MERCIAL GARBAGE AND RE FUSE C OLLE C TI ON CHARGE.

It was moved by Councilman Pearson, se�onded by Councilman
Thiel, to approve the Uniform Schedule of Fees for Commercial
Garbage and Refuse Collection Required by Section 1:I056 �lbj
of the 4rdinance Code, effective January 1, 1965. Motion passed
by a six yea vote. Councilman Heltzer was not present.
CITY ATTORNEY REPORT NO. 1 COVERING STATE LEGiSLA-
TION INTRODUCED.
Upon hearing no objection Mayor Wolfe ordered the report received
for filing. �
REPORT OF EMPLOYEE APPOINTMENT.
It was moved by Councilman Thiel, seconded by Councilman
Pearson, to approve the appointment of James McTague as
Property Appraiser I, Range GC 9, Step A, effective January
19, 1965. Motion passed by a six yea vote. Councilman Heltzer
was not present.
9. UNFINISHED BUSINESS
(a) COMMUNICATI�N FROM WILLIAM V. TERRY CONCERNING
PROPERTY ON NORTHWEST CORNER OF HAMPSHIRE AVENUE
AND WAYZATA BOULEVARD �REQUESTED BY COUNCILMAN
EHRENBERG).
It was moved by Councilman Ehrenberg, seconded by Councilman
Reynolds, that special permit be amended for a period of fourteen
days to permit limited burning of wood and stumps unde r the direc -
tion and supervision of the Fire Department, and that necessary
extinguishing equipment be provided on the site to stop such burn-
ing in the event it becomes obnoxious to abutting property owners
or affects safety, and the Fire Department shall have authority to
stop any burning on this site. Motion passed by a six yea vote.
Councilman Heltzer was not present. Councilman Pearson
requested that a report on burning on this site be presented to
the Council at the February 1 meeting.

It was moved by Couneflman Peareon, seconded by Councilinan
Thiel, that the reeolution propo�ed by the League of Minnesota
Municipalitiee on withdrawal of etate from real property tax
field be favored by the City Council. Motion passed by a six
yea vote. Councilman Heltzer was not present.
It wae moved by Councilman Pearson, Beconded by Counci2man
Ehrenberg, that the resolution proposed by the League of
Minnesota Municipalities on new sourc�s of revenues for muni-
cipal government be approved by the City Council. Motion loet
by the following roll call vote: Councilman Ehrenberg, yea;
Councilman Howard, nay; Councilman Pearson, yea; Council-
man Reynolds, nay; Councilman Thiel, nay; Mayor Wolfe, yea.
Councilman Heltzer was not present.

(a) VERIFIED CLAIMS.
C)n r�ciotion of Councilman Reynolds, seconded by Councilman
Thiel, the lists of verified claims prepared by the Director of
Finance and presented to the Council dated January 18, 1965 in
the total amount of $3 60, 308. 40 for vendors we re approved, and
Lhe City Manager, City Clerk and City Treasurer were authorized
to issue checks covering same by a six yea vote, Councilman
Heltzer was not present.
13. ADJOURNMENT

the meeting was adjourned at 11:42 p. m. by a six yea vote. Councilman
