On motion of Councilman Howard, seconded by Councilmaa Reynolde, the
minutes of the special� meetings of September 15, 1 b, 19, aad the r�gular
meeting held Septerr�ber 21� 1964, were approved by a six yea vote. Council-
maa Pearson was not present.

It was moved by Councilman Howard, seconded by Councilmaa Heltzer,
to waive reading and adopt Resolution No. 2670 entitled "Resolution
Approving 1964 Tax Levy, Collectible in 1965. " Motion passed by a

BU�DGET FOR THE FISCAL YEA.R 1965 AND AMENDING THE 1964
BUDGET AS ADOPTED BY ORDINANCE 893 AND AMENDED BY
OR DII�tA.NCE 906.
It wae moved by Councilman Thiel, seconded by Councilman
Ehrenberg, to waive aecond reading and adopt the proposed ordin-
ance as amended at the budget meetings. Before a vote was taken
Councilman Heynolde presented a statement of expresaion regarding
the budget. Discussion followed concerning park facilities and temp-
orary employees. A"Resolution of Intent and Expla.nation of the
1965 Budget" was presented and read on behalf of Councilma.n Pearsoa
in his absence.
It was moved by Councilman Reynolds, seconded by Councilman
Heltzer, that a total amount of $10, 670.00 be replaced in the park
budget ae follows: 'playground sun shelters at Bronx, Minikahda
Vista and Nelson in the amount of $1800.00; drinking fountains at
Bronx, Brookside, Nelson, Terry and Texa-Tonka in the amount
of $?50. 00; ahufflebaard courts at Bandstand and Carpenter ia the
amount of $? 20. 00; odding at Aquila in the amount of $13 60. 00;
t ree planting at selected parks in the amount of $3000. 00; park
benches in the amount of $440. 00; t opsoil in the amount of $2600. 00.
Motion lost by the following roll call vote: Councilman Ehrenberg,
nay; Councilrrian Heltzer, yea; Councilman Howard, nay; Councilman
Reynolds, yea; Councilman Thiel, nay; Mayor V��o1fe, nay.
It was moved by Councilman Heltzer, seconded by Councilman
Reynolds that the following items be replaced in the park budget:
drinking fountains in t he amount of $?50. 00, using fire hydrants
wherever possible to supply drinking water; picnic grills in Oak
Hill Park in the arnount of $320. 00; and playground sun sheltera
at Bronx, Nelson and Minikahda �Tista in the amour�t of $I800.00.
Motion carried by the following roll call vote: Councilman Ehrenberg,
aay; Councilman Heltzer, yea; Councilrrian Howard, yea; Coun�ilman
Reynolds, yea; Councilman Thiel, nay; Mayor W olfe, yea.
It was maved by Couacilman Howard, seconded by Councilman Thiel,
to move the previous question. iViotion carried by a six yea vote.

REPQRT OF EMPLOYEE PROMOTION.
It was moved by Councilman Heltzer, seconded by Councilman
Thiel, to concur with the promotian of Loretta Hanson, Engineer-
ing Department, from C2erk II to Clerk III, Range GC 9, Step A,
effective September 28, 1964. Nlotion passed by a six yea vote.
UNFINISHED BUSINESS
(a) APPLICATION FOR LICENSE TO SELL INTOXICATING LIQUOR
ON SALE A_T NORTHV�EST CORNER OF HIGH�l,fAY NO. 12 AND
COUN�'Y ROAD 18 BY ROARING TWENTIES, INC. (TABLED
JULY 20, 1964}.
It was moved by Councilman Howa rd, seconded by Councilman
Thiel, to take the matter from the table. Motion passed by a six
yea vote.
Wallace Freeman was present in favor of the request and presented
a proposal for additional facilities for the property, now called
Parkdale Square. Proposed plans call for building initially on a
five acre tract in the northeast corner of the property. After con�-
eiderable discussion Mr. Freeman requested that the application
for a liquor licens.e be withdrawn. It was moved by Councilman
Ehrenberg, seconded by Councilman Heltzer, to accept withdrawal of
the applic ation. Motion pas s e d by a s ix ye a vote.

�-ioward, that the above claime be referred to the Law Department

�b) Cowncilman Thiel etated that Kenneth Green, attorne� repreeenting
the City in the Fror�k case, reported to him the efficient man�er in
which Raymond Folland, H. H. Burry, Joseph Juetad, James
Zaluaky and Mr. Goddard had conducted themselves on the witness
stand and he wished to publicly cormmend them.

VERIFIED CLAIMS.
It was moved by Councilman Howard, s econded by Councilrnan
Reynolds, to delete the claim for Russell Bacon Equipment Company
in the amount of $275.00 from the claims list. Motion passed by a
roll call vote of six yeas.
Qn motion of Councilman Heltzer, seconded by Councilman Thiel,
the lists of verified claims prepared by the Director of Finance
and presented to the Council, dated September 28, 1964 in the
total amounts of $3, 217. 40 for payroll and $104, 975. 04 for vendors
were approved as amended, and the City Manager, City Glerk, and
City Treaeurer were authorized to issue checks covering sarne.
Motion passed by a six yea vote.
